Project 4 Civil Set 21-000699 Project 4 Civil Set 21-000702 The deadline to ask questions is 08/15/2024 at 1:30 PM CT All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER through www.civcast.com Interpretations or clarifications considered necessary by Engineer in response to such question will be issued by Addenda to all parties recorded as being a plan holder. Questions received less than 72 hours prior to the day of opening of bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER through online Bids will be opened publicly by the OWNER. Any bids received after the closing time will be returned unopened. Bids shall be submitted in sealed envelopes marked "Proposal" and the project name as follows: Project 4 Civil Set 21-000702 Crutchfield Road & Carey Road Water Lines No bid may be changed, amended, or modified after the above time and date. A bid may be, however, withdrawn and resubmitted any time prior to the time set for receipt of bids. The OWNER reserves the right to reject any or all bids and to waive any or all informalities. Selection of the "Successful Bidder" will be made by the OWNER on the basis most advantageous to the OWNER, as determined by the OWNER (refer to Section I-16 of Instructions to Bidders). However, the OWNER reserves the right, after evaluation of all bids received, to make no recommendation to the Board of Directors regarding the award of any bid in the event nonresponsive, non-conforming, or otherwise unacceptable bids are received, or if budgetary constraints or other unanticipated factors exist. All bids shall be valid for a period of ninety (90) days from the date bids are open and no bid may be withdrawn until after the expiration date. Bidders must submit a cashier's check, certified check, or acceptable Bid Bond upon a national or state bank with their proposal as a guarantee that the Bidder will enter into a contract for the project with the OWNER within ten (10) days of Notice of Award of the contract. The security must be payable to Smiley Road Water Control and Improvement District No. 2 in the amount of five (5%) percent of the bid submitted. Contractor must execute the contract, bonds and certificates of insurance on the forms provided in the Contract Documents. Performance and Payment Bonds are required. Contractor shall complete all Work as specified or indicated in the Contract Documents. The Work for the five projects are generally described as follows : 1. Doe Branch Trib 10. Drainage Improvements: Appx. 6 acres of heavily wooded Tree areas; Appx. 400,000 C.Y. of earth material including channels, five ponds, stockpile & compaction; Storm Water temporary diversion control and erosion control improvements; Seven roadway culvert crossings on main streams and one trail crossing on mainstream; Appx. 3,500 L.F. Mainstream Concrete Pilot Channels and Flexamat lining; Drainage Pipe, headwalls and debris separators for Runoff along reclamation and Channels; Appx. 420 L.F. 12" Sanitary Sewer extension; Revegetation of disturbed areas within reclamation and grading limits. 2. North Major Paving, Drainage, S.S. & Water Infrastructure Improvements: Appx. 3,800 L.F. W. Punk Carter Blvd., 4 lane divided arterial roadway; Appx. 1,600 L.F. Smiley Road 4 lane divided arterial roadway; Intersection Roundabout at Smiley Road & Carey Road Intersection; Intersection W. Punk Carter Blvd. with Smiley Road; Appx. 60,000 C.Y. Earth work for roadways primarily fill requiring water treatment; Water treat roadway pavement subgrade typically 4'-5' deep; Associated Roadway projects drainage, water, and Sanitary Sewer crossings, infrastructure; Appx. Extensions 6,400 L.f. of 8" to 10" Sanitary Sewer Mains and Manholes; Traffic Control, traffic signs, and street sign; Revegetation of Disturbed areas. 3. South Major Paving, Drainage, & Water Infrastructure Improvements: Appx.5,600 L.F. Simley Road west half street two lanes divided arterial; Appx 2,500 L.F. County Road regrade ditches, add base and asphalt pave 3" 25' wide; Three existing driveway reconstruction and relocation of Mailboxes; Appx. 25,000 C.Y. Roadway rough grading; Water Treatment concrete pavement typically 4' to 5' deep; Associated Concrete Roadway drainage, and water infrastructure; Traffic Control, traffic signs, and street signs. Revegetation of Disturbed areas. 4. Crutchfield Road & Carey Road Water Lines: Appx. 4,900 L.F. 12" Water Main in Crutchfield Drive including F.H., Stubs and appurtenances; Appx. 1,700 L.F. 16" Water Main in McNabb Drive including F.H. , Stubs and appurtenances; Appx. 3,200 L.F. 12" Water Main in Carey Rd. including F.H. , Stubs and appurtenances; One 16" Pressure Reducing Valve in vault with electric service and mobile phone transmission. 5. Green Meadows Model Home Park Improvements: Development of 11 lot Model Home Park with associated roadway and utility infrastructure; Appx. 46,00 C.Y. Earth borrowed from Stockpile and fill on streets lots and common areas; Water treat Streets and lots approximately 4' to 5' over cutng and fill from stockpile; Appx. 5,300 SY 7" concrete street paving; Appx. 600 S.Y. 3" Asphalt temporary connection with rock base; Associated Concrete Roadway drainage, and water infrastructure; Traffic Control, traffic signs, and street signs; Revegetation of Disturbed areas.
