The City of Moreno Valley, ("City") invites and will receive sealed Bids for the furnishing of all labor, equipment, materials, tools, services, transportation, permits, utilities, and all other items necessary for Gentian Avenue Line Extension from Heacock Street to Indian Street. Contact of City personnel directly regarding this solicitation is prohibited and may be grounds for elimination from the selection process The Contractor shall furnish, to the satisfaction of the Engineer, all labor, materials, tools, equipment, and incidentals, unless otherwise specified, to construct and complete the Work in compliance with the Contract Documents. This project will install a new electrical circuit backbone along Gentian Avenue. It will include the installation of cable and conduit on Gentian Avenue from Heacock Street to Indian street. This line extension will create a circuit tie between the Edwin circuit and March circuit to improve system reliability. Bid Value: $1,125,000.00 Each Bid shall be accompanied by cash, a certified or cashier's check, or Bid Bond secured from a surety company satisfactory to the City, the amount of which shall not be less than ten percent (10%) of the submitted Total Bid Price, made payable to the City of Moreno Valley to guarantee the Bidder will enter into a Contract with the City. The successful Bidder will be required to furnish a Faithful Performance Bond and a Labor and Material Payment Bond each in an amount equal to one hundred percent (100%) of the Contract Price. Each bond shall be in the forms set forth herein, shall be secured from a surety company that meets all State of California bonding requirements, as defined in California Code of Civil Procedure Section 995.120, and that is a California admitted surety insurer. Pursuant to Business and Professions Code Section 7028.15 and Public Contract Code Section 3300, all Bidders must possess proper licenses for performance of this Contract. Subcontractors must possess the appropriate licenses for each specialty subcontracted. Pursuant to Business and Professions Code Section 7028.5, the City shall consider any Bid submitted by a Bidder not currently licensed in accordance with state law and pursuant to the requirements found in the Contract Documents to be nonresponsive, and the City shall reject the Bid. The City shall have the right to request, and Bidders shall provide within ten (10) calendar days, evidence satisfactory to the City of all valid license(s) currently held by that Bidder and each of the Bidder's subcontractors, before awarding the Contract. Notwithstanding anything contained herein, if the Work involves federal funds, the Contractor shall be properly licensed by the time the Contract is awarded, pursuant to the provisions of Public Contract Code section 20103.5. The Agreement shall be signed by the successful Bidder in duplicate counterpart and returned, together with the required bonds and insurance certificate(s), within ten (10) Working Days after the date the Agreement is awarded to the successful Bidder by the City. The Contract shall not be binding upon the City until same has been completely executed by the Contractor and the City. Any Bid containing information which is subsequently proven false or improperly signed shall be considered non-responsive and shall be rejected by the City. The Contractor shall complete all preconstruction requirements, ordering of materials, and construction of the Project within the Contract Time of 60 Working Days for the Base Bid only, and up to N/A Working Days for Base Bid plus all Additive Alternate Bids after the date of commencement specified in the Notice to Proceed to Fulfill Preconstruction Requirements issued by the City.
