Luzerne County is seeking proposals for from qualified companies or individuals to Update the Hazard Mitigation Plan as required by Federal Regulations. If indicated in this Solicitation, Responder may be required to submit with its response a Bid Bond or some other form of bid security. Responder's failure to supply the required Bid Bond or bid security when required will be grounds for disqualification of the Responder's submission. When a Bid Bond or other form of bid security is required the amount of said bid bond or bid security shall be fifty percent (50%) of the total cost of the proposal or bid submitted. If indicated in this Solicitation, upon acceptance of its bid/proposal Responder may be required to submit a Performance Bond for any bid/proposal over ten thousand dollars ($10,000.00) to Luzerne County Purchasing upon contract award. The amount of said Performance Bond shall be in an amount no less than the total dollar amount of Responder's bid/proposal. Planning Process: The Consultant will re-convene and expand the Luzerne County members of the original Steering Committee to ensure representation from all appropriate stakeholders. Along with the Steering Committee, the consultant will collaborate with all seventy-six (76) municipalities in the county, and the appropriate state and federal agencies to prepare the HMP update. The Planning Commission staff has made it clear to the local municipalities the risks associated with not being part of the update process, in terms of potential loss of flood insurance for their residents, and the inability of the municipality to receive post- or pre-disaster funding. This is being accomplished via a Memorandum of Understanding (MOU) with each municipality to determine whether they will participate in the preparation, adoption and implementation of the update, and requests the municipality to designate a municipal representative to participate in the update planning process. The County will work with the municipalities that did not adopt the original HMP to help encourage compliance in preparing, adopting and implementing the update. The Consultant will engage with the public in the planning process through a series of public meetings, news releases, and information posted on the County's website. All public participation efforts and materials will be documented. All applicable information from existing studies, plans, reports, technical information such as comprehensive plans, zoning ordinances, stormwater management plans, floodplain ordinances, emergency management plans, and the State Standard All-Hazard Mitigation Plan to be assessed, and if deemed relevant, incorporated, into the updated HMP. The method of Contractor Selection has not been Determined at this time.
