Renovation of a residential development in Atmore, Alabama. Completed plans call for the renovation of a residential development.

** As of August 9,2024 , this project has not yet been awarded. A timeline for award has not yet been established.** Project Description: Construction of the WILLOW CREEK SUBDIVISION ADA BATHROOM 36 bathrooms at 130 S.F. each complete and in place as shown on the drawings and as specified herein. The work shall include all site work, utility connections, and construction of the structure, electrical systems, HVAC systems, plumbing systems for a complete and fully functioning addition. THREE HUNDRED (300) working days are allowed for the construction of the project. All bids must be on blank forms provided in the specifications and submitted in its entirety. A cashier's check drawn on an Alabama bank or a bidder's bond, payable to Poarch Band of Creek Indians for an amount not less than five percent (5%) of the amount bid, but in no event more than fifty thousand dollars ($50,000.00) in accordance with Alabama bid law, shall be filed with the bid, as a bid guaranty. The bidder's bond shall be prepared on the form specified and issued by a surety company authorized to do business in the State of Alabama. A performance bond in the form and terms approved by the Poarch Band of Creek Indians in an amount not less than the contract price will be required at the signing of the contract. A labor and materials bond in the form and terms approved by the Poarch Band of Creek Indians in an amount not less than the contract price, insuring payment for all labor and materials, shall also be required at the signing of the contract. In addition, the contractor must furnish to the Poach Band of Creek Indians at the time of the signing of the contract a certificate of insurance coverage as provided in the specifications. The right is reserved to reject any and/or all bids and to waive informalities and to furnish. Liquidated damages for non completion of the work within the time limit agreed upon will be assessed in accordance with the terms of the contract. This shall include evidence of holding a current certificate to engage in general contracting in the State of Alabama, issued by the State of Alabama Licensing Board for General Contractors, Montgomery, Alabama, as required by Section 34-8-2, Code of Alabama (1975). Any contractor that desires to bid as a prime contractor must have at least one of the following major classifications of license per Section 230-X-1-.27 of the State of Alabama Licensing Board for General Contractors Administrative Code: 1.a.) Building Construction (BC) 1.b.) Building Construction under Four Stories (BCU4) Out of state corporations shall furnish a certificate of authority to transact business in Alabama. Out of state limited liability companies shall provide proof of registration to transact business in this state. Therefore, the outside of the envelope in which a bid is delivered must bear the bidder's name and state license number for general contracting, Project name, Project number, and the envelope must be sealed. Prior to the award of a competitively bid contract to a contractor having one or more employees in the State of Alabama, Alabama law requires that the contractor provide the Poarch Band of Creek Indians proof of enrollment online. Poarch Band of Creek Indians will verify that the contractor or its principles, does not appear on the federal government's Federal Excluded Parties List prior to executing an agreement of contract with the entity. No bid shall be withdrawn for a period of ninety (90) days subsequent to the opening of bids without the consent of the Poarch Band of Creek Indians. Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. Native American Indian Preference shall be offered to Native American Indian Owned Firms that are: (i) affiliated with a Federally recognized Tribe by the Bureau of Indian Affairs in accordance with Federal Native American Indian preference laws; and (ii) in compliance with PBCI's Tribal Employment Rights Ordinance. Documentation is required. All bidders must make positive efforts to use small and minority owned business and women business enterprises. The right to reject any or all bids and to disregard any minor irregularities is reserved by the owner. Bids must be sealed and have the project name and number marked on the outside of the envelope. All questions or clarifications must be sent by email to mrogers@thompsonengineering.com no later than Friday, August 2, 2024, at 12:00 PM local time. Document info : Physical copies may be obtained by prime contractor bidders by depositing THREE HUNDRED AND NO/100 DOLLARS ($300.00) with the Project Engineer for each set. This deposit shall be refunded in full upon return of the documents in reusable condition within ten (10) days after bid opening. The cost of and return of additional sets of specifications shall be in accord with Section 39-2-3(b), Code of Alabama (1975). No specifications will be issued later than twenty-four (24) hours prior to the time indicated above for receiving bids. July 31, 2024 @ 11:30 AM CST - Mandatory Pre-Bid Meeting August 2, 2024 @ 12:00 PM CST - Final day for questions/clarification August 7, 2024 @ 1:30 PM CST - Bid Opening at 466 Martin Road, Atmore, AL 1. The Contractor shall provide all labor, materials, equipment and transportation necessary to construct the WILLOW CREEK SUBDIVISION ADA BATHROOM complete and in place as shown on the drawings and as specified herein. The work shall include all site work, utility connections, and construction of the structure, electrical systems, HVAC systems, plumbing systems for a complete and fully functioning addition. 2. Project Schedule - Three Hundred Days are allowed for construction. Contractor to organize phasing with Owner. Two houses (4 bath units) are to be renovated/added at a time. Allowing 4 weeks of construction time for each 4 unit renovation/addition. This is due to the rehousing of the tenants that will be required for this project.
