This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industrial Classification System (NAICS) code for this effort is 333994 and the business size standard is 500 employees. All responsible business sources may submit a quote which shall be considered by the agency. The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), located at 1450 Queen Avenue, SW, Albany, OR has a requirement for the purchase of a Laboratory Vacuum Arc Remelt (VAR) Electro-Slag-Remelt (ESR) Furnace. NETL is soliciting on a full and open, unrestricted basis and will make an award on a Low Price, Technically Acceptable basis. All quotes must be firm-fixed price and must be inclusive of all fees (i.e. customs, duty, etc.). EVALUATION: Selection will be based on the vendor's quotation that is considered technically acceptable with the lowest firm-fixed price quote. The Government anticipates issuing a single award from this combined synopsis/solicitation. To be considered for evaluation, vendors must quote on all items listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities, and warranty data (as necessary). Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation in meeting the attached specifications/requirements. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability.
