Bids for the Herman Ladner Road Elevation Drainage and Flood Access (MDEQ The Project is a Unit Price Bid contract for the elevating of a flood prone section of Herman Ladner Road by removing and reconstructing the roadway, as well as replacing the existing cross drains. Items of work include but not limited to clearing and grubbing, removal of drainage structures, removal of the existing asphalt roadway, excavation, embankment, new drainage structures, aggregate base, asphalt surfacing, guardrail, striping and seeding. Bid security shall be furnished in accordance with the Instruction to Bidders. For bids exceeding $50,000.00, Bidder must indicate his Certificate of Responsibility Number on the outside of sealed bid as required by Mississippi Law. Effective July 1, 2010; Per MS Code 31-3-21(3); any bid submitted by a nonresident contractor which does not attach a copy of the non-resident contractor's current state's preference law pertaining to such state's treatment of nonresident contractors, shall be rejected and not considered for award. If no such preference law exists in the non-resident contractor's state, then the non-resident contractor shall provide a statement to that effect. The Board reserves the right to accept or reject any or all bids or any part of any or all bids based on a lowest and best bid determination. If the Bid documents request separate bids on phases or items of a project, the Board reserves the right to accept or reject any or all bids or any part of any or all bids based on a lowest and best bid determination on each phase or item for which a separate bid is requested. The Board reserves the right to reject any and all bids, and to waive informalities. Bids may be held by the Owner for a period not to exceed sixty (60) days from the date of submittal for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract. No bidder may withdraw his bid within 60 days after date of submittal. Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, materials or supply needs. All contracts awarded under this Advertisement will be funded in part by anticipated funds from the Mississippi Department of Environmental Quality (MDEQ) through the Mississippi Municipality and County Water Infrastructure Grant (MCWI) Program. The successful Bidder will be required to comply with all MCWI Program regulations and requirements. Hrman Ladner Road Elevation - Drainage and Flood Access SCOPE OF WORK The Project shall be defined as eligible activities funded in whole or in part under this Agreement as follows: The Project includes construction of drainage crossings on either side of the bridge on Herman Ladner Road andraising the roadway elevation on either side of the bridge to a level that will keep the roadway passable during most storm events. The general Scope of Work to be performed by SUBRECIPIENT is limited to that which was submitted in the MCWI Application Portal and approved for funding in accordance with the MCWI Program Regulations. SUBRECIPIENT hereby agrees that no additional eligible scope may be added to this Scope of Work without the express written consent of MDEQ. The Scope of Work eligible for reimbursement is limited to that identified as eligible by MDEQ and further described by plans, specifications, contract documents, and contract change orders approved as eligible by MDEQ.
