Site work and new construction of a fire / police facility in Victoria, British Columbia. Completed plans call for the construction of a 92,417-square-foot, two-story above grade fire / police facility; and for site work for a fire / police facility.
This Request for Proposal (RFP) is being issued by the Owners to solicit Proposals from interested parties to serve as the General Contractor (“Contractor”) in an Integrated Project Delivery (IPD) Team. The selected proponent will work on the expansion project of the RCMP Detachment located at 698 Atkins Avenue in Langford, B.C. This project is being undertaken by the Owners using the Integrated Project Delivery Model (IPD) and best practices. The intended contract will be CCDC 30-2018, which may be reasonably amended by the Owners during the contract development process with the selected IPD parties, as the (“Agreement”) for the Project’s delivery method. This development process will include working through supplemental conditions with the successful proponent. The Owners will be using a consulting services agreement to support the project team in early stages of the project until the "Agreement" is reached as a part of the IPD relational contractual process. Jointly owned by The Town of View Royal and the Cities of Langford and Colwood, the West Shore RCMP Detachment at 698 Atkins Avenue in Langford is slated for redevelopment to address growing capacity needs. The existing facility, totaling 37,000 ft², will be expanded to approximately 92,417 ft² to accommodate a projected 281 full-time employees by 2045, including 210 RCMP members and 71 administrative staff. The redevelopment plan includes leasing 15-20% of the space to complementary tenants for 10-15 years to help offset initial construction costs. Following recommendations from an options analysis, the existing centrally located site will be redeveloped rather than relocating, due to its economic advantages and accessibility. The project, titled the West Shore RCMP Detachment Project, will employ the Integrated Project Delivery (IPD) methodology, with enhanced security requirements and the support of an IPD advisor engaged in April 2024 to oversee all project phases. Proponents shall familiarize themselves with all aspects of the work required for this RFP and the deliverables. Project Objectives: Redevelop the existing site at 698 Atkins Avenue to incorporate four adjacent residential properties owned by the Owners. Provide a detachment that will meet RCMP accommodation needs to effectively service current and future growth of the Owners to the year 2045. Enable demolition and new construction to take place in such a way as to allow the West Shore RCMP Detachment to remain fully operational for the duration of construction. Replace an obsolete 1960s structure with net-new space with total gross space of ~92,417 ft2 integrated with the existing 1999 space.
