The City of Whitehorse ("City") is inviting bids from qualified vendors (referred to as "Bidders") with the appropriate experience to provide residential recycling depot collection services at the Whitehorse Waste Management Facility Transfer Station as described in Appendix A: Statement of Requirements to Appendix C: Draft Contract (the "Project"). The intent of this Request for Tender ("RFT") is to enter into an agreement with a contractor (the "Contract") which represents the best value for the City. Bidders should carefully review the draft Contract, including its appendices, to understand the total services required by the Contract (the "Work", as defined in the Contract). A draft version of the Contract is attached as Appendix C. Key elements of the Work include: Supply, manage and maintain, in good operating condition, containers for depot collection of residential packaging and paper products ("PPP"); Supply and maintain proper signage to support correct sorting of PPP into separate streams; and Collect, remove and transport all collected PPP to a Designated Post-Collection Facility (as defined in the Contract) at a frequency which ensures Containers are accessible at all times and materials do not overflow. The City has estimated potential residential recycling generation in Whitehorse at 1200 tonnes of PPP each year. Actual volumes of material managed may vary significantly from this estimate. The Contractor will be expected to provide Containers sized to sufficiently contain the actual volumes of material received Bids should be in English. The City reserves the right to not review any portion of a bid that is not written in English. The City will not necessarily accept the lowest or any bid and reserves the right to accept or reject any or all bids, or to accept the bid which the City deems to be in its own best interest. where the bid amount exclusive of G.S.T. is $500,000.00 or more, a bid bond in the amount of 10% of the bid amount; OR Where the bid amount is less than $500,000.00, the bid security may be in the form of, a bid bond, certified cheque, bank draft, or irrevocable letter of guaranteed credit from a Canadian Financial Association acceptable to the City, and naming only the City. For security reasons, bid security received in the form of a certified cheque will be deposited by the City after tender opening. The City will refund the bid security, without interest, by way of cheque or electronic funds transfer (EFT) to unsuccessful Bidders within 14 days of the Project being awarded. If the City accepts a bid and that Bidder refuses or neglects to sign the Contract, or if applicable, to provide the original specified Performance Bond and Labour and Materials Payment Bond or other contract security, or to provide the Certificates of Insurance required by the RFT and Contract within the time specified, then the bid security shall be forfeited to the City as liquidated damages and not as a penalty Instructions for the withdrawal or alteration of bids is available at the following link: Vendor Submission Instructions. Award of Contract (Tentative) Week of August 5, 2024 Project Completion October 1, 2025 Deadline for Inquiries July 22, 2024 5:00:00 PM Yukon Local Time Event Site walkthrough notes: Bidders are requested to confirm their attendance prior to the site visit by email to the City’s Procurement Office at procurement@whitehorse.ca by no later than 9:00 AM Yukon Local Time the day of the meeting. All attendees at the site visit are required to supply their own PPE consisting of high visibility vest and steel toed footwear. Tour will begin at the Waste Management Facility gatehouse and attendees will be required to sign in.
