Site work and paving for a mixed-use development in Woodbridge, New Jersey. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

As of August 8, 2024, information regarding the award and award date has not been disclosed. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: It will be the Successful Qualified Firm's responsibility to ensure that the project is fully and adequately staffed for the successful completion of the project. A description of services being solicited by this RFEOI which includes specific requirements relating to staffing required for the project can be found in Attachment B, Subsection B2, "Scope of Services" The work to be performed under OPS No. T4117 consists of any and all professional engineering services required for the construction supervision of Contract No. T200.727, Guide Rail Improvements, Milepost 119 to 122 and Contract No. T200.728, Guide Rail Improvements, Milepost W109.3 to 119.3 and Milepost E115.9 to 119.3. Contract No. T200.727 and T200.728 are anticipated to be awarded during the Authority's September 2024 Commission Meeting, with a Notice to Proceed anticipated in November 2024 for both construction contracts. Both projects will be active in tandem and staffing requirements will be required for both accordingly. Request for Technical and Sealed Fee Proposals August 5, 2024 Submittal of Technical Proposals August 16, 2024 Notify Consultant of Need for Presentation August 27, 2024 Oral Presentation, If Required August 30, 2024 Recommendation to Award OPS September 2024 Notice to Proceed October 2024 Phase D Submission .July / August 2024 Completion of Services November 2026 Administration Project Closeout March 2027 The existing guide rail and hardware located within the project limits were determined to not meet current standards, based on a report titled 2022 Guide Rail Assessment, New Jersey Turnpike Milepost 0 to 122. Accordingly, substandard guide rail located within these milepost limits will be replaced with new proposed guide rail and associated appurtenances under Contract No. T200.727 and Contract No. T200.728. Work to be performed under each contract includes removing existing substandard guide rail, installing new proposed guide rail, installing guide rail end treatments, installing median barrier protection, modifying existing curb, installing new asphalt lip curb, and installing berm surfacing at various locations throughout the project limits. The new proposed design will meet the Authority's recently updated Design Manual and Standard Drawings for guide rail and median barrier roadside design. Contract No. T200.727 extends from Milepost 119.32 to Milepost 121.98, north of the Northern Mixing Bowl / Interstate 80 Interchange. This includes northbound roadways SN95 Express and SN95 Local, southbound roadways NS95 Express and NS95 Local, and various ramps including CD, SLE, SLX ESL, NLX, and NXW. The ramps under Authority jurisdiction at Interchanges 69, 70, 71, 72, and 73 are also included. At the northern limits, the project terminates just south of the Fletcher Avenue Bridge, meeting MASH compliant guide rail installed under Contract No. T600.481B. At the southern limits, the project terminates on the northern approach to Structure M119.32. The estimated construction cost for Contract No. T200.727 is $16 million. Contract No. T200.728 extends from Milepost W109.36 (at the northern approach of Structure G109.63) on the western spur and Milepost E115.88 on the eastern spur to Milepost 119.32 (at the southern approach of Structure M119.32), including northbound roadways SNW, SNE, SNW80, SNW95, SNE80, and SNE95, and southbound roadways NSW, NSE, NSW80, NSW95, NSE80, and NSE95. Also included in Contract T200.728 is the Vince Lombardi Service Area and the ramps under Authority jurisdiction at Interchanges 16W, 18W, and 19W. The project also includes ramps approaching and diverging from Interstate 80 located within Authority jurisdiction. The estimated construction cost for Contract No. T200.728 is $33.7 million. The work shall also include the necessary traffic control; Utility coordination; NJ TRANSIT/CONRAIL coordination; Local Agency coordination, including the Townships of Teaneck and Lyndhurst, Boroughs of Leonia, Fort Lee, Carlstadt, Rutherford, East Rutherford, and Ridgefield, City of Englewood, and Village of Ridgefield Park Bergen County; and Town of Kearny, Hudson County, New Jersey; the trucking industry serving the region from manufacturing plants to retail distribution centers; and all other work required in the successful prosecution of the work. All proposed staff should be Traffic Control Certified. The Authority will utilize a Secure File Sharing site ("Kiteworks") to share with and receive information from the Qualified Firms. Access to Kiteworks will be provided to the Qualified Firms via e-mail. Reference materials (preliminary plans, studies, reports, etc.) for this RFEOI will be made available for review in the "Reference Materials" folder. If there are any questions or issues related to Kiteworks, please contact Jennifer Romero via e-mail at jromero@njta.com. The subject line should read "OPS No. T4117, Kiteworks Information". The Qualified Firms agree to make a good faith effort to award at least three (3) percent of the assignment to those businesses that meet the requirements and have been registered by the Division of Revenue & Enterprise Services/Department of Treasury as a Disabled Veteran Owned Business Enterprise. Qualified Firms shall demonstrate how they will utilize DVOB Qualified Firms to achieve the 3% goal and add value to the project team. Question Deadline 07/17/2024 at 10:00 AM ET Inquiries pertaining to this RFEOI are to be directed in writing to Matthew Patterson, via e-mail mpatterson@njta.com with a copy to Michelle Cano at mcano@njta.com. The subject line should read "OPS No. T4117, EOI Inquiry" The Authority will respond to all written inquiries received by the deadline. Each inquiry will be stated, and a written response provided. Responses will be posted on the Authority's website under Doing Business, Current Solicitations on or before 10:00 am on July 18, 2024. The Qualified Firms also agree to make a good faith effort to award at least twenty-five (25) percent of the assignment to those businesses that meet the requirements and have been registered by the Division of Revenue & Enterprise Services/Department of the Treasury as a Small Business Enterprise. Qualified Firms shall demonstrate how they will utilize SBE Qualified Firms to achieve the 25% goal and add value to the project team. The method of Contractor Selection has not been Determined at this time
