SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Office of Purchasing & Contracting (hereinafter the "State") is seeking to establish contracts with one or more qualified Engineering firms to provide engineering design services for cooling systems integration at three of the six major correctional facilities in Vermont which currently have only limited or provisional air conditioning. Interested firms are invited to bid on providing engineering design services described in Section 2 of this RFP. The purpose of this project is to integrate air cooling system equipment and components into the existing air distribution systems and to replace components and equipment as needed and/or recommended in the feasibility study of the existing systems. The scope of services for this project shall include schematic design, design development, permitting, construction documents, bidding and negotiation, and construction administration. Additionally, design firms should prepare an option for temporary cooling or area of refuge relief cooling in a designated space in each facility that is adaptable to the final cooling system. This work is on an accelerated schedule and will be completed ahead of construction of the permanent systems. QUESTIONS DUE 08/16/2024 at 4:30 PM ET CONTRACT PERIOD: The period of performance under this contract shall commence on September 1, 2024, and end on September 8, 2027, to allow for one year warranty inspection(s) as may be required of the construction contract work. METHOD OF AWARD: Awards will be made in the best interest of the State. The State may award one or more contracts and reserves the right to make additional awards to other compliant bidders at any time if such award is deemed to be in the best interest of the State. All other considerations being equal, preference will be given first to resident bidders of the state and/or to products raised or manufactured in the state, and then to bidders who have practices that promote clean energy and address climate change, as identified in the applicable Certificate of Compliance. Facility-specific substantial completion and project completion dates for the permanent cooling systems are estimated in 2.2.1. Substantial completion and project completion dates for the temporary cooling systems, to be completed in all facilities concurrently, are estimated in 2.2.2.
