The Murrieta Valley Unified School District ("District") is issuing this Request for Proposal ("RFP") for responses ("Design-Build Proposals") by all Design-Build Entities/ Design-Builders who were prequalified by the District pursuant to its Request for Qualifications for Design-Build Services. Responses to this RFP shall only be accepted from prequalified Design-Build Entities. Capitalized terms used in this RFP shall have the meanings assigned to them herein and in the General Conditions. If not defined in the RFP or the General Conditions, they shall have the meanings assigned to them elsewhere in the Contract Documents. If not defined in the RFP or General Conditions or elsewhere, they shall have the meanings reasonably understood to apply to them by the context of the portion of the Contract Documents where such terms are used. For purposes of this RFP, preconstruction shall represent any assessment and maintenance as part of the CalSHAPE grant, and construction shall represent carbon dioxide monitor installation, and repairs, upgrades, or replacements necessary to make the system functional and more energy-efficient. The Project Budget is the maximum amount of money that may be proposed in a Design-Build Proposal as its Guaranteed Maximum Price ("GMP") for the full performance of the Project is approximately $3,057,060.00. The Project Budget includes all work associated with Attachment No. 1 including but not limited to, HVAC Assessment and Maintenance, HVAC Assessment Report, HVAC Verification Report, carbon dioxide monitor installation, and repairs, upgrades, or replacements necessary to make the system functional and more energy-efficient. The costs shall include general conditions and direct costs of the Work (material, equipment and labor) overhead and profit, contingency and allowances (if any). The proposed time for Substantial Completion (as defined in the General Conditions) of all construction work set forth in a Design-Build Proposal shall not exceed the time set forth in the Design-Build Contract attached hereto as Attachment No. 5 ("Contract Time"). Design-Builder shall achieve Final Completion (as defined in the General Conditions) of the entire Project, including all reporting in by July 31, 2025, not later than thirty (30) calendar days after the occurrence of Substantial Completion. Upon approval of the construction schedule and Notice to Proceed with Construction, the Design-Builder shall proceed with the construction of the Project according to the approved schedule. The construction schedule shall include an Assessment and Maintenance Phase, construction phase including but not limited to filter replacement, carbon dioxide monitor installation, and any repairs, upgrades, or replacements, Substantial Completion milestone, and close-out phase including all required reporting in accordance with Grant Agreement 22R3VA1371. The Board of Education for the District will award the Design-Build Contract to the Proposer offers the best value to the District. The Design-Build Contract will be awarded by a Murrieta Valley Unified School District Board Designee and ratified by the Board of Education. Question Deadline 07/30/2024 at 5:00 PM PT Requests for clarification must be received by the District prior to the deadline set forth in the RFP schedule for submission of Design-Build Proposals. Without limitation to the District's right to conduct discussions and negotiations, requests for clarification received after that time will not be responded to. All requests for clarification must be in writing and shall be delivered via email: Nadia Zeien, NZeien@murrieta.k12.ca.us and Purchasing@murrieta.k12.ca.us. The District reserves the right, at any time, to make additions, modifications or deletions to any of the events or dates that comprise the RFP schedule. Such changes shall be made by RFP Addendum. References in the RFP Documents to the RFP schedule or to dates in the RFP schedule shall mean the RFP schedule and dates set forth above as adjusted by any changes thereto. Last Day for District to Issue Addendum August 12, 2024; 2:00 p.m. Proposer Interviews (if required) August 20, 2024 Time TBD Notice of Intent to Award Contract On or before August 22, 2024 Board Approval of Contract On or before, August 27, 2024 Notice of Award of Design-Build Contract On or before, August 28, 2024 The District reserves the right, but assumes no obligation, to waive any irregularities, errors or omissions in the information contained in any Design-Build Proposal or in regard to any Proposer's compliance with the Request for Proposal process, and to make all final determinations related thereto. Rejection, Withdrawal by District. Without limitation to any of the District's other rights under the RFP Documents or applicable laws, the District reserves the right to reject any Design-Build Proposal that contains any information that is untrue or misleading, is not accompanied by other documents required by the RFP Documents to be submitted with a Design-Build Proposal, or is in any way incomplete or irregular. The District further reserves the right, before or after evaluation and scoring of Design-Build Proposals, to withdraw its Request for Proposal and/or reject all Design-Build Proposals.
