The includes interior and exterior renovation of an existing 2,500 square foot building located at 650 W. Montrose Street, in Clermont, Florida. The exterior renovations include work on all sides, with the primary modifications to the front (south) facade, removal of the curved glass block walls and the squaring of the building corners, as well as new brick veneer and storefront windows. The entire exterior of the building will be repainted. Interior work includes the necessary modifications to provide four (4) offices, a new reception area, an open work area, a conference room, a break room, and accessible restrooms. To ensure that all prospective respondents have accurately and completely understood the requirements of this solicitation, the City of Clermont Procurement Services Department will accept written questions up until 3:00 pm on Wednesday, August 7, 2024. Verbal inquiries will not be accepted, and potential respondents are instructed only to seek additional information or clarification or to communicate in writing with the Procurement Services Director. The issuance of this solicitation and the acceptance of responses do not constitute an agreement by the City that it will enter into a contract with a respondent for this project. The City reserves the right to extend the response due date, request additional information from any respondents, reject all responses, cancel the project, and/or re-advertise the solicitation. The City reserves the right to disqualify any respondent at the sole discretion of the City. By submitting a response and subsequent information, the respondents waive the right to object to the exercise of the City's right to disqualify a respondent and/or a response, either now or in the future. Bid Bond A bid bond payable to the City of Clermont for five percent (5%) of the total bid amount (including all alternatives) and executed by a surety company must accompany the response. A certified or cashier's check or other means of a bid guarantee are unacceptable. Bid bonds will not be returned unless requested within three (3) business days from award recommendation. Failure to provide a surety bid bond with a bid response will deem the bid non-responsive and will not be considered for award. Performance and Payment Bonds A Performance and Payment Bond is required for awarded contracts over $100,000. The successful respondent will be required to provide a Performance and Payment Bond in the amount of one hundred ten percent (110%) of the contract within ten (10) calendar days from when the Notice of Award is issued. The surety firm must be from a B+ rated Financial Class V or better, be licensed to do business in Florida, and have a resident agent. The Performance and Payment Bond will be required of the successful respondent to guarantee delivery of project completion, guarantee strict accordance with the contract documents, and assure prompt payment of suppliers in conjunction with this project. The bonding limit of the surety must not exceed ten percent (10%) of the policyholder's surplus (capital and surplus) as listed by A.M. Best Insurance Guide.
