Reference Number 0000274089 Question Acceptance Deadline 2024/07/25 03:00:00 PM NDT Bid Intent Deadline 2024/08/01 03:00:00 PM NDT The Ocean Sciences Centre (OSC) is located in Logy Bay, Newfoundland, on the outskirts of St. John's. The facility is part of the Faculty of Science and operates freshwater and marine research year-round. It was constructed in the late 1960's and has been operated by the Memorial University of Newfoundland (MUN) for the entire period. The OSC sits on 225 acres however the active site is comprised of 12 acres immediately adjacent to the bay. The facility is comprised of nine office and research buildings. In 2016 a major expansion project saw the upgrade of the saltwater supply pumphouse and utilities annex infrastructure. A new Deep Seawater Pumphouse (DSPH) was constructed and supplies all seawater requirements to the facility. The old Shallow Water Pumphouse (SWPH) was abandoned upon completion of the DSPH. It is now desired to provide the facility with an alternate seawater source to: 1. Facilitate the DSPH line cleaning and maintenance activities; 2. Increase seawater capacity; 3. Provide shallow water for research A feasibility study that considered five (5) options was completed in March 2024. The selected option is Option 5 consisting of a new drilled angle borehole located approximately 35 meters up from the SWPH pit access and travel alongside the service tunnel ending at a point above the floor of the existing SWPH sump. Distance above floor to be investigated and determined by the successful Proponent. The study can be found in Appendix J - Shallow Water Supply Feasibility Study. Through this RFP process a consultant will be engaged for provision of services identified herein. To provide architectural, engineering and consulting services for the design and construction of an alternate seawater source at the OSC in Logy Bay. The general scope of this engagement is to build on the existing Shallow Supply Feasibility Study and deliver/provide: concept design with schematics, design development package, detailed design documents for tender, tendering support services, contract administration and commissioning, as detailed in the Scope of Services Summary (Table 1). Visual inspection of SWPH pit to identify existing equipment and/or materials required for demo/removal to facilitate the new construction to be included. New/replacement equipment and materials, if required, included in the design and cost estimates requested. NOTE: A third-party high angle rescue team is required onsite when entering the SWPH to support the confined space entry for this area. Proponent to include for third party high angle rescue (1-Day) in fee. Inspection of the existing 10" SWPH seawater supply pipe and pipe supports from the SWPH bunker to the header tanks to determine suitability for reuse is included. Design of replacement supply pipe and pipe supports, if required, included. Expand on the feasibility study option no.5 concept design for the addition of an alternate seawater source to provide shallow seawater to the OSC utilizing the existing SWPH pit/sump via a drilled angle borehole running parallel to the service tunnel; Complete the detailed design of all disciplines required to facilitate the construction work required to implement the alternate seawater source requirements; The design will require the ability to lower a new submersible pump into the new borehole and position it at the edge of the new opening entering into the existing sump: This will allow for removal of pump from SWPH for maintenance and inspection without sending personnel into tunnel and/or the underground mechanical room. Design to incorporate a transition point at the borehole entrance point to allow the pump, piping and controls to be removed from the borehole; Submersible pump, piping and controls retrieval mechanism at borehole entrance point; Shelter, with retaining wall facing the ocean, to provide 'cover'/'protection' during pump retrieval; Flow meter and Honeywell EBI controls and integration of submersible pump; Supply piping from borehole entrance point to tie-in point of above ground 10" SWPH seawater supply pipe to be protected if designed for above ground installation or alternatively, designed for underground installation; Demolition and removal of existing 4" SWPH seawater supply lines and old header tank; Inclusion of a cover screen on the end of the new intake line to prevent large. material (kelp, etc.) from entering the pump; Reconfiguration of existing header tanks piping manifold and/or pipe and valve arrangement to isolate and/or mix the existing DWPH and new SWPH seawater sources; Ideally dedicate one header tank to the existing DWPH supply and one header tank to the SWPH supply with the ability to isolate or mix the supply to either tank when desired. Additional consulting and/or contract administration services may be required and will be completed on a per diem basis. Please submit a schedule of rates with your proposal.
