Berglund Water Treatment Plant (WTP), as required by county, state and federal safety compliance programs and regulations for the City of Poway. California Occupational Safety and Health Administration's Accidental Release Prevention (CalARP) program and the US Environmental Protection Agency's (EPA) Process Safety Management (PSM) and Risk Management Plan (RMP) programs, commonly referred to as CalARP/PSM/RMP, require an ongoing mechanical integrity program for the process safety equipment on the chlorine and ammonia systems at the WTP. San Diego County Department of Environmental Health's (DEH) is the Certified Unified Program Agency (CUPA) responsible for biennial inspections of the WTP's CalARP/PSM/RMP compliance documentation. This contract will require detailed documentation to ensure performance of chlorine and aqueous ammonia systems inspections, maintenance and repairs at scheduled intervals, as well as requirements for contractor training and certification. The City proposes to contract with one or more qualified contractors that are proactive in their work standards. This Request for Proposal (RFP) is being issued by the City. The City is soliciting proposals from qualified contractors ("Contractor") to provide comprehensive mechanical integrity for the process safety equipment of the chlorine and aqueous ammonia systems at the Lester J. Berglund Water Treatment Plant (WTP), as required by county, state and federal safety compliance programs and regulations for the City of Poway. California Occupational Safety and Health Administration's Accidental Release Prevention (CalARP) program and the US Environmental Protection Agency's (EPA) Process Safety Management (PSM) and Risk Management Plan (RMP) programs, commonly referred to as CalARP/PSM/RMP, require the City to maintain an ongoing mechanical integrity program for the process safety equipment on the chlorine and ammonia systems at the WTP. The City proposes to contract with a service agency that is proactive in their work standards and can meet the qualifications set forth in this proposal package. San Diego County Department of Environmental Health's (DEH) is the Certified Unified Program Agency (CUPA) responsible for biennial inspections of the WTP's CalARP/PSM/RMP compliance documentation. The program requires documentation to ensure performance of chlorine and aqueous ammonia systems inspections, maintenance and repairs at scheduled intervals, as well as requirements for contractor training and certification. Detailed documentation on contractor compliance with CalARP/PSM/RMP mechanical integrity requirements is required to be maintained and available for DEH, US EPA and CalOSHA inspections. The Contractor shall have the ability to perform work onsite through in-field services or at a local shop. The Contractor shall have the ability to provide sales, parts, services, and warranties. Proposals will be evaluated on the basis of experience and ability to perform, including, but not limited to, experience and history of the Contractor, as well as upon the amount proposed. The award of the Contract, if made, will be made to the proposer, who in the sole discretion of the City is best able to perform the Contract in a manner most beneficial to the City of Poway. No proposal will be accepted unless it is made on proposal forms furnished by the City of Poway. Standard Agreement Length: The length of this Agreement shall be for three (3) years beginning on July 1, 2024, through June 30, 2027. The Agreement can be extended by a maximum of two (2) one-year terms. Award of the Agreement and any extensions are subject to City Council appropriation of funds. The maximum length of the Agreement can be up to five (5) years. Each renewal period, the Contractor's costs shall be subject to an increase based on mutual agreement by the parties. The first adjustment would occur no earlier than July 1, 2027.
