Biosolids or Sludge, a by-product of Wastewater Treatment Plant processes, must be properly removed and disposed of outside San Joaquin County, in accordance with all applicable federal, state, and local regulations. The CITY is seeking a vendor to provide these services along with any applicable permitting requirements for proper disposal. The CITY also reserves the right to reduce the scope of work at any time and to reject any and all bids or waive any irregularities in any bid process. The scope of services set forth in this NIB represents an outline of the services which the CITY anticipates the successful Bidder to perform and is presented for the primary purpose of allowing the CITY to compare bids. The project objective includes removing up to 7,500 tons of biosolids annually that are currently or will be stockpiled in or near the drying beds at the Wastewater Treatment Plant. The removal will occur by loading, hauling, and disposing of the material to approved acceptable site(s). The CITY generates municipal biosolids, a nutrient rich organic material, at the Wastewater Treatment Plant as a by-product of its operation. The CITY desires to remove and properly dispose of this material out of San Joaquin County annually in accordance with all applicable federal, state, and local regulations. The work includes removing the biosolids from the City's Wastewater Treatment Plant drying beds and stockpiles by loading, hauling, and properly disposing of the existing biosolids. This material should average 90% or greater dry solids at the time of hauling.
