Madison County is seeking professional engineering services for the replacement of the bridge and culvert rehabilitation referenced above including engineering design, environmental permitting, preparation of plans and specifications. These services shall be completed in time for the County to bid and have the construction phase of the project completed in 2025. The following is an outline of specific items to be completed for this project. Consultants preparing a proposal should elaborate on these tasks within their proposal. Design Requirements The proposed structures shall be designed to have a minimum service life of 75 years. The proposed roadway section for BIN 3308480 shall have an 11 foot travel lane with a 5 foot shoulder. The culvert shall maintain the existing width of 12 feet. The project design shall utilize Microstation CADD platform in English units. The project shall be developed utilizing current AASHTO and NYSDOT design guidelines, including any specific County design details. NYSDOT LRFD Specifications AASHTO HL-93 Design Live Load with LRFR 1.2 or higher shall be used for design loading. The consultant will be required to meet with the County onsite prior to preliminary design to determine the design approach to be taken along with pertinent design considerations. Completed proposals will be reviewed and evaluated by the County in anticipation of the awarding of a contract. Madison County reserves the right to reject and/or waive any and all proposals and to waive any irregularities in procedure. Madison County desires to select the bidder who will provide the "best value" taking into consideration the most beneficial combination of qualifications, services and cost and who has met the requirements of this RFP. Only proposals judged to be responsive to the submission requirements set forth in this RFP will be evaluated. The Technical and Cost sections of each Bidder's proposal will be evaluated separately. A Selection Committee will review the two evaluations and make the contract selection. The criteria against which each proposal will be evaluated are described below. After completion of the Technical and Cost Evaluation, a composite score will be assigned to each proposal with the Technical score weighted at 70 points and Cost score weighted at 30 points.
