The City of Waterbury, Department of Education (hereinafter "City"), is seeking a contractor to provide asbestos abatement services at North End Middle School. Background and Intent Perform the gross clean up at and around location of 50 removed science table extensions, including the removal of asbestos tabletop filler cement via glovebagging from the tabletops that remain post-removal in accordance with all applicable state and federal laws at North End Middle School, 534 Bucks Hill Road, Waterbury, CT 06704. Scope of Services 10 science rooms; HEPA vacuum at each table to perform gross cleanup; Place glove bag at countertop edge and scrape off cement-like black filler from edge; Spray and wipe each edge for visual by Eagle Environmental and remove glove bag; Repeat for 50 tables; Demobilize, remove waste from school to asbestos container for offsite disposal at an EPA approved landfill; Provide worker certifications and close-out package upon completion and return of waste shipment record from landfill; Engage Eagle Enviromental to perform air clearance after work is completed. Removals to be performed by trained workers and a competent person Mon-Fri after-hours or Saturday. Sunday not included. Glove bags to be utilized for removal, waste to be removed offsite, close-outs to be provided. Power, water, and facilities to be provided for contractor use. No DPH notification or fee included, add $100.00 for notification fee if required, disposal costs included. This work requires no children can be in the school while work is being performed. City to provide "no children letter" prior to start of removal. All work must be completed by August 16, 2024. The City reserves the right to award in part, to reject any and all proposals in whole or in part for misrepresentation or if the proposer is in default of any prior City contract, or if the proposal limits or modifies any of the terms and conditions and/or specifications of the RFP. The City also reserves the right to waive technical defects, irregularities and omissions if, in its judgment, the best interest of the City will be served. Each Proposal with a total cost greater than $50,000.00 submitted shall be accompanied by a Proposal Security (a Certified Check or Bid Bond) in the amount of ten (10) percent of the Total Proposal Price. The Proposer to whom a contract is offered, must furnish to the City, if that contract has a total cost greater than $50,000.00, a 100 percent Performance Bond with a surety, and in a form, acceptable to the City. In the City's sole discretion, it may also require a 100 percent Payment Bond and/or other additional security with a surety, and in a form, acceptable to the City.
