The Napa County Planning, Building, and Environmental Services Department (County) is issuing this Request for Proposal (RFP) to seek a qualified consultant to prepare California Environmental Quality Act (CEQA) and National Environmental Protection Act (NEPA) documents to implement the Napa Community-Wide Comprehensive Wildfire Mitigation Program (NCWCWMP), under grant funding from the Building Resilient Infrastructure and Communities (BRIC) Program. The NCWCWMP builds upon the previously adopted Community Wildfire Protection Plan (CWPP) to mitigate wildfire and reinforce long-term wildfire and climate resilience for local residents and communities. The firm(s) or individuals submitting Proposals should have significant experience preparing environmental review documents required by both CEQA and NEPA, as well as the technical expertise to prepare the specialized studies cited above. Knowledge and experience with implementing the CalVTP and/or BRIC programs are highly desired. It is expected that the CEQA document for the NCWMWMP will supplement the Programmatic Environmental Impact Report (PEIR) prepared for the Vegetation Treatment Program (CalVTP) and certified by the California Board of Forestry and Fire Protection. As the NCWMWMP will largely be funded through a federal grant, the consultant will also prepare a NEPA document for the program. As a part of the Supplemental EIR, the consultant will evaluate the NCWMWMP for consistency with the Project-Specific Analysis (PSA), as described in Appendix PD-3 of the PEIR. To support the PSA evaluation, the consultant will prepare a Biological Resources Study, Cultural Resources Study, and Visual Impact Assessment for the project areas. It is anticipated that the contract will commence in October 2024 and that the Supplemental EIR and NEPA documents will be certified by the County in June 2025. Not all activities performed under the NCWMWMP may fall within the parameters of the PSA and PEIR. For those projects that are not covered under the PEIR, individual CEQA and/or NEPA documents may be required. The consultant will remain on contract for a total of five (5) years to prepare project-level CEQA and NEPA analysis as needed. September 3, 2024 County review completed September, 2024 Interviews at discretion of County September-October, 2024 Negotiations and Contract Development October 21, 2024 Intent to Award Notifications sent out October 29, 2024 Contract approval and start date The term of contract is anticipated to be five (5) years. See Attachment A for the full scope of work. The information provided is genuine and not a sham, collusive, or made in the interest or in behalf of any party not therein named, and that the Respondent has not directly or indirectly induced or solicited any other Respondent to put in a sham Proposal, or any other Respondent to refrain from presenting information and that the prospective provider has not in any manner sought by collusion to secure an advantage. On an as-needed basis, prepare project-level CEQA and/or NEPA documents for any implementation work that does not fall within the parameters covered by the program-level CEQA and/or NEPA documents referenced above. Where appropriate, and with prior County approval, project level environmental studies (biological resources study, cultural resources study, visual impact study) shall be prepared as a part of the CEQA and/or NEPA analysis. All project level CEQA and NEPA documents shall be consistent with and tier from the CalVTP PEIR and program-level CEQA and NEPA documents certified by the County for the NCWCWMP program. The California Board of Forestry and Fire Protection did not certify any program-level NEPA document for the CalVTP program. The Respondent shall prepare a memorandum evaluating the NCWCWMP as authorized under the BRIC program. The memorandum shall recommend the appropriate level of NEPA review for the NCWCWMP, such as a Categorical Exclusion (CATEX), Environmental Assessment (EA), or Environmental Impact Statement (EIS). The Respondent shall prepare a document in accordance with the County approved program level of NEPA review. Except for the above named, potential Respondents should not contact Napa County officials or staff regarding any aspect of this RFP. If such contact is made, the County reserves the right to reject the Proposal. The Respondent has not paid or agreed to pay any fee or commission, or any other thing of value contingent upon the award of an exclusive operating area, to any employee, official, or existing contracting consultant of Napa County. RFP event note: Proposals may be delivered in person, U.S. Mail, or Common Carrier. No electronic or facsimile copies will be accepted. It is the responsibility of the submitting party to ensure timely delivery. It is recommended that Proposals be submitted on paper that contains at least 30% recycled content and printed on both sides (duplex). Proposals must be submitted following the format provided in this RFP. RFPs not submitted in the manner prescribed herein will not be considered. All Proposals become the property of the County. The County reserves the right to reject any and all submittals; to request clarification of information submitted; to request additional information from competitors; and to waive any irregularity in the submission and review process. None of the materials submitted will be returned to the Respondent unless they are not submitted in a timely manner. The method of Contractor Selection has not been Determined at this time
