The objective of this RFP is for Cecil County Government to select a Respondent to design, permit and construct a new canopy over the existing fuel points at the Northern and Southern Roads Yards, to include all related infrastructure and all requirements listed within the Scope of Work. Cecil County may elect to award work for one, both, or neither facility. It is the intent of the Cecil County Government to execute an agreement with the most qualified DesignBuild Contractor. To that end, Cecil County Government supports and encourages the formation of teams that maximize the qualifications of the respondents in all aspects of the Northern and Southern Yard Fuel Canopies. The composition of the Respondent's team or team configuration shall be clearly defined and stated within the proposal. The past experience and qualifications of the team shall be detailed in the proposal. Unreasonable failure of a Contractor to promptly supply the County with information with respect to responsibility may be grounds for a determination of non-responsibility.
