SCOPE: Franklin County seeks bids for A Road Striping Unit indicated in the specifications, upon award and receipt of a purchase order. The following specifications are minimum specifications only and are not meant to be exculsionary. All bidders must indicate whether their proposed equipment meets, does not meet, or exceeds said specifications. Explanation and justification of any differences noted, shall be written on a "Variations and Justification" sheet to be submitted by the bidder. Justification shall include any and all available printed literature which would show the advantages gained by accepting the proposed alternate/equal product. DESIGN: The item design specifications are for the purposes of describing the standards of quality, performance, and characteristics desired. It is not intended to limit or restrict competition to a particular brand. The bidder may offer "or equal" items that meet the same performance and reliability standards, and similar design construction, as specified herein. If the bidder offers an "or equal" item, the bidder must include with the bid package, documentation establishing equality of construction, operation and utility. Said "or equal" items shall be accepted or rejected based upon the County's evaluation of the submitted documentation. SPECIFICATIONS: It is the intent and purpose of this specification to describe a truck-mounted self contained air atomizing application-striping machine. The machine shall apply reflectorized lines utilizing a waterbase (latex) or low VOC traffic paint and glass beads. The equipment must be capable of applying this material at ambient temperatures of 70 Fahrenheit on clean, dry pavement. The machine shall be capable of applying in either a solid or skip pattern, or combination of these patterns. The machine shall operate in a range of 6 to 12 MPH. All truck parts and materials shall conform to the truck manufacturers' recommendations and the applicable Federal SAE Standards. MATERIALS & WORKMANSHIP: All equipment furnished and the parts thereof (except chassis) shall be of the manufacturer's latest listed and published stock models, which meet all the applicable requirements of the specification. WITHDRAWAL OF BIDS: a. Any Bidder may withdraw their Bid, either personally or by written request, at any time prior to the scheduled time for opening of Bids. b. No Bid shall be withdrawn for a period of forty-five (45) days subsequent to the opening of Bids without the consent of the Franklin County Legislature.
