The Town of Eatonville hereby requests proposals from qualified individuals or firms to provide Engineering services for Florida General Infrastructure Repair Program Hurricane Irma Development Block Grant Mitigation Disaster Recovery (CDBG-MIT) Grants. The CDBG-MIT (MT128) project involves the mitigation work to improve the resiliency and reliability of the Towns Potable Water System. The Town has been awarded CDBG-MIT Grant #MT128 in the amount of $5,986,105.00, therefore, procurement and contracting will follow CDBG regulations. Engineering Services for these projects will include but not be limited to topographical surveying, testing, completion of a potable water master plan engineering design, permitting, bidding, construction administration and resident observation services. Proposals will be accepted on an equally competitive basis. The Town of Eatonville encourages submittal of proposals from minority and women business enterprises. In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants Competitive Negotiation Act, Florida Statute 287.055 No bid orproposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime. The evaluation criteria and scoring that will be utilized in the selection of the engineer are as follows: 1. Company information and experience; Up to: 25 pts. 2. Staff Qualifications and experience; Up to:20 pts. 3. References; Up to: 20 pts. 4. Project Approach and Project Management; and Up to:25 pts. The Town of Eatonville reserves the right to reject any and all proposals, to waive any informalities or irregularities in the proposal process and to award the contract(s) in the best interest of the Town. Engineering service contract(s) may be subject to grant/loan award and release of funds by the funding agency
