The Town of Athol's Economic Development and Industrial Corp. (the "EDIC") is issuing this Request for Proposals ("RFP") with the intent for development of a Hotel and Event Space on Parcel 044-002 at Exit 77 (Old Exit 18), State Route 2A/State Route 2/U.S. Route 202. The purpose is to introduce a much-needed hospitality venue and event space to support the revitalization of the tourism and ecotourism economy in the Town and greater North Quabbin region of the Commonwealth. The EDIC anticipates retaining a hotel development and management team responsive to the criteria in this request for proposals Questions regarding this RFP may be sent in writing to the Town Clerk's office address below, or directly via email to Town Manager Shaun A. Suhoski at ssuhoski@townofathol.org, on or before 2:00 pm on August 12, 2024. Responses to questions, as appropriate, will be issued via an Addendum to this RFP by 4:00 pm on August 19, 2024 Late submissions will not be accepted. Unsigned proposals will not be accepted. The EDIC reserves the right to reject any or all proposals and/or limit or refine this project's scope as deemed in the EDIC's best interest. Development Offering The EDIC seeks proposals for the development of a Hotel and Event Space (the "Hotel") to be built on a site located on Parcel 044-002 Exit 77 (Old Exit 18), State Route 2A/State Route 2/U.S. Route 202 (the "Site"). The EDIC intends to develop a hospitality venue, inclusive of event space that can serve approximately 200-300 people, to facilitate The County anticipates awarding one (1) Agreement to perform work within Siskiyou County. AGREEMENT BUDGET: Subject to the availability of funds and approval by the County, the total estimated cost is $600,000.00. Structural Debris Removal Services Needed: This work will include the preparation, removal, transport, and recycling or disposal of metals, ash, debris, concrete foundations and flatwork, potentially dangerous trees, and contaminated soil on residential properties. A "potentially dangerous tree" is defined as a tree that poses a risk to the Contractor's debris removal crews. These trees are removed at the Contractor's expense. Currently, the County estimates that 40 structures were destroyed in the Head Fire, along with 85 vehicles. The estimated residential properties listed above are only preliminary estimates; actual quantities of structures are not guaranteed and may vary from the estimates substantially, either higher or lower, after the Agreement is awarded. The County reserves the right to amend the budget for the agreement represented by this RFP as needs arise. Question Deadline 07/24/2024 at 5:00 PM Grounds for Rejection. All proposals may be rejected whenever the determination is made that the proposals received are not really competitive, when the cost is not reasonable, or when the cost exceeds the amount expected.
