Number: N/A Description: This project, located in Prince George's County, is for the fuel tank replacement at Maryland Department of Transportation State Highway Administration (MDOT SHA) Upper Marlboro Shop (District 3). The work will replace three existing underground fuel storage tanks and one generator underground storage tank including but not limited to dispensers, monitoring wells, fuel system controls, fuel supply and vapor recovery lines. The replacement includes the installation of three (3) aboveground fuel tanks and one (1) generator day tank. Pre-Bid Conference: A "Pre-Bidding Session" for the purpose of answering or obtaining answers to questions of parties interested in constructing the work relative to Right-ofWay, Utilities, Design, and Construction Details will be conducted at on Wednesday, July 24, 2024 @ 10:00AM at Upper Marlboro Shop location: 6550 Maude Savoy Brown Road, Upper Marlboro, Maryland 20772. While attendance at the Pre-Bid conference is not mandatory, this is the offeror's opportunity to raise questions and/or issues of concern regarding Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00. The MDOT SHA reserves the right to reject any and all bids. MDDOT - 305 - Upper Marlboro Shop - Fuel System Replacement *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This description of the scope of work is intended to assist the Contractor in understanding the basic requirements of the contract. The description of work listed is to provide a summary overview of the work and is not intended to define the complete requirements of this contract. A complete review of the Contract Drawings and specifications is required to fully understand all contract requirements. 1. This project consists of the removal of existing bio-diesel, gasohol, and diesel UST systems, the installation of new bio-diesel, gasohol, and diesel AST systems, and removal and replacement of an existing generator day tank. 2. Contractor must establish sequence of construction based on review of Contract Documents. 3. Contractor shall identify, mark and secure limits of work. 4. Contractor shall furnish all materials, transportation, maintenance of traffic (MOT) control, labor, equipment, tools, and incidentals necessary for the removal of four USTs, removal of one day tank, installation of three new ASTs and day tank, appurtenances, associated electrical work and . 5. Prior to the start of any demolition, the Contractor shall perform a detailed inspection with an MDOT SHA representative and prepare an itemized list of equipment to be salvaged by MDOT SHA. 6. The Contractor shall be responsible for the removal, transportation, and unloading of the salvaged equipment to the MDOT SHA ECD's equipment storage area in Hanover, Maryland. All other equipment shall be disposed of by the Contractor at no additional cost to MDOT SHA. At the discretion of MDOT SHA, any equipment or parts shall remain at the Upper Marlboro facility. 7. Set up MOT controls and Erosion & Sediment controls as indicated on Contract Drawings. 8. Set up temporary fuel tanks and dispensers as shown on Contract Drawings to provide uninterrupted fuel service at the facility. Relocate existing fuel management unit to the temporary fuel tank location. 9. Once temporary fuel systems are operational, locate and remove three existing 10,000-gallon UST systems and one existing 1,000-gallon UST system, associated fuel pipelines, and vent piping in accordance with the requirements prescribed in the Contract Drawings, Section 02 65 00 of the Specifications and COMAR 26.10.10. Contractor shall provide temporary support of all excavations in accordance with MDOT SHA requirements. Contractor shall install backfill to fill UST excavations, perform compaction testing, and repave to match existing conditions or as indicated on the plans. 10. If contaminated material is found during UST removal, Contractor shall remove and dispose of material, including tank backfill material, in accordance with specification Section 02 60 00. Contractor shall provide temporary support of all excavations in accordance with MDOT SHA requirements. As necessary, Contractor shall backfill and restore all surfaces disturbed by these activities, including asphalt and concrete pavement, to match existing conditions or as indicated on the plans. 11. Demolish three existing dispenser islands, including dispensers, dispenser containment sumps, concrete drive lanes, and all appurtenances. Install concrete islands and concrete drive lanes as shown on the Contract Drawings. Install three new single-product dual hose digital dispensers on new concrete islands in accordance with applicable federal, State, and local regulations. 12. Existing electrical conduit and conductors shall be removed and relocated as indicated on Contract Drawings. 13. Furnish and install 8,000-gal gasohol AST, 8,000-gal bio-diesel AST, and 1,000-gal diesel generator AST, with associated concrete tank pads, tank monitoring system, and associated appurtenances, as shown on the Contract Drawings and described in Section 23 13 00 of the Specifications. 4. Remove and replace existing generator day tank, as shown on the Contract Drawings and described in Section 23 10 00 of the Specifications. 15. Relocate existing fuel management unit to new permanent location. Coordinate with the MDOT SHA engineer to perform relocation of existing fuel management unit to minimize interruption of fuel service. 16. Install new electrical conduit, power and electrical controls, and electrical improvements from new AST systems to maintenance facility main building room as depicted on Contract Drawings and described in Section 26 00 00 of the Specifications. 17. Restore all surfaces, including asphalt and concrete pavement, to match existing conditions or as indicated on the plans. 18. Perform start up and testing of new fuel systems and place into service.
