The Central Florida Tourism Oversight District ("District", "Owner" and "CFTOD") requires the services of professional engineering firm(s) to provide consulting services for each of the following production and distribution utility systems owned and operated by CFTOD: chilled water (CHW), hot water (HW), and natural gas (NG).
This Letters of Interest Package is being issued to pre-qualify firms to provide engineering services for the evaluation and assessment, design and construction administration services for each of the CFTOD utilities.
o A summary of tasks related to the assessment, planning and design includes, but are not limited to;
o Capital improvement and utility master planning.
o Preliminary engineering assessments and conceptual design.
o Design service including the development of plans, specifications, control sequence of operation and integration, details, etc.
o Drawing production in the latest versions of AutoCAD, REVIT and Civil 3D.
o Direct replacement and/or upgrade of equipment design and plan development.
o Construction administration services; compliance review, inspection and commissioning.
o Cost estimating services which includes, but not limited to, conceptual and detailed estimating, life cycle cost analysis, constructability analysis, etc.
o Value-Engineering alternatives analysis.
o Hydraulic simulations in the latest version of AFT Fathom (incompressible fluids) and AFT Arrow (compressible fluids).
o Thermal stress analysis of complex piping systems using industry accepted simulation tools.
o Horizontal direction drill (HDD) and Jack & Bore (J&B) analysis and design using industry accepted simulation tools.
o Heating, Ventilation and Air Conditioning (HVAC) analysis and design using Carrier's Hourly Analysis Program (HAP).
o Cathodic protection analysis and design using both sacrificial anode and impressed current methods.
o Hot tap/line stop analysis and design using industry accepted means and methods
o Facility engineering design including physical design (civil and structural).
o Electrical demolition and construction related to the removal of existing mechanical equipment and auxiliaries and installation of new or replacement mechanical equipment and auxiliaries/supplemental systems, conduits and controls. Auxiliaries include but are not limited to variable frequency drives, reduced voltage soft starters, full voltage not reversing starters with thermal or protective relay tripping, supervision and alarming.
o Industrial electrical equipment is defined as rated 480V or 4160V typically and control system, motor control centers, switchboards and panelboards rated 480V and below.
o Electrical demolition and construction of control and automation equipment and programmable controllers related to the removal of existing control system equipment and auxiliaries and installation of new or replacement control equipment and auxiliaries/supplemental systems, conduits and controls. Auxiliaries include but are not limited to variable frequency drives, reduced voltage soft starters, full voltage not reversing starters with thermal or protective relay tripping, supervision and alarming.
