Renovation of a library in Chelmsford, Massachusetts. Conceptual plans call for the renovation of a library.

The system was installed in 2000 and has exceeded its useful life. Over the past 5 years, several components (compressors, fans, etc.) have been rebuilt or replaced. Over the past couple of years, the system has experienced multiple zone or whole-building failures and required frequent maintenance and repairs. In recent summers, two of the three air handler units were failing at least once/day requiring manual resets. In order to reset one of the AH Us a staff person must use a lift to enter the space above a ceiling. The library is visited by more than 150,000 people/year and serves as a warming and cooling center. An HVAC assessment was completed with $20,000 of ARPA funding and that will provide alternative replacements to consider as well as estimated construction costs. $500,000 was allocated towards construction costs in FY25 and $450,000 in FY26. An estimated $850,000 is required to fund the remaining project to completely replace/renovate the HVAC within the building. This work would likely take place 2026, pending lead time on equipment. The proposed recommendations includes a full HVAC replacement, including of installation of new air handler units within a new mechanical/boiler room. In order to reset one of the AHUS a staff person must use a lift to enter the space above a ceiling. In summer 2024, the compressor failed, requiring manual resets. Service and repairs over the past two years have increased considerable since last year. The Library is visited by more than 150,000 people/year and serves as a warming and cooling center. An HVAC study is underway with ARPA funds that will provide alternative replacements to consider as well as estimated construction costs. $450,000 was allocated towards construction costs in FY25. Project is included Town of Chelmsford Fiscal Year 2026-2030 ---------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- This project is to replace the HVAC system for the Adams Library building in two phases. Over the past 6 months, the system has experienced multiple zone or whole-building failures. In Summer/Fall of 2023, two of the three air handler units were failing at least once/day requiring manual resets. In order to reset one of the AHUs a staff person must use a lift to enter the space above a ceiling. Service and repairs between June and October 2023 have increased considerable since last year. The Library is visited by more than 150,000 people/year and serves as a warming and cooling center. A testing/balancing of the system is already scheduled using ARPA funds for FY24 and an HVAC study will be conducted in FY24 to further refine the estimated construction replacement costs and recommended As of July 17, 2024, this project is included in the city's 2025-2029 Capital Improvement Program (CIP).
