The scope of work for the Project consists of furnishing all labor, materials and equipment necessary to construct the build out of a six-track rail embankment, two new approximately 8,500-foot rail tracks, and associated infrastructure, including new stormwater conveyance and treatment facilities, track operation systems, lighting, utility improvements, and rail crew support facilities. The Project will also include the extension of the two existing rail tracks by approximately 1,000 feet to a total length of 8,500 feet. Each bid must be accompanied by a cashier s check, money order, or an original signed and stamped surety bid bond in an amount not less than five percent (5%) of the total bid, made payable to the Port of Longview. Should the successful bidder fail to enter into such contract and furnish satisfactory performance and payment bonds within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Port of Longview. The Port of Longview reserves the right to reject any or all bids and to waive any irregularities or informalities. All bids submitted shall be considered as valid offers for a period of ninety (90) days from the date of the bid opening during which time the Port of Longview will make the award or reject all bids.
