The bonding range is $4.8 million to $5.4 million. Salt Lake County is soliciting proposals from qualified general contractors to provide construction services to Salt Lake County for the Adult Detention Center [ADC] Kitchen Renovation Project. This solicitation is the first stage of a Two-Stage Bidding process. Stage I will involve the short-listing of general contractors based on the selection criteria outlined in this Request for Qualifications (RFQ). 2-5 general contractors (Contractors) who are selected to advance pursuant to this RFQ shall be allowed to submit bids for Stage II of the selection process. The Stage II award will subsequently be made to the lowest responsible and responsive bidder. SCOPE OF WORK/BACKGROUND The Salt Lake County Metro Jail [ADC] was designed and built during the years 1997 to 2000. The facility was opened to house inmates and support County Sheriff's staff in the calendar year 2000 and has been in continuous operation since then. As with any aging facility the Adult Detention Center Metro Jail has experienced various operational and procedural changes over the many years of its operation. The kitchen was originally designed to provide adequate facilities and was even overdesigned for future expansions, however during its use it has aged dramatically, and the components and equipment also have exceeded useful lifespan. The kitchens layout and design as it currently operates is not efficient and does not provide adequate flow or proper staffing configurations. Salt Lake County is soliciting qualified construction firms to assist in a major renovation of the existing kitchen which should anticipate a complete demolition of the existing kitchen, replacement of electrical, mechanical, architectural, structural such as floors and walls, to prepare the kitchen in general for future expansions. Eight months will be granted for this needed upgrade and renovation of a vital operational component for the Adult Detention Center Metro Jail. SCHEDULE It is anticipated that the bid documents will be distributed for Stage II bids the week of August 12th and a Notice to Proceed (NTP) for the project is expected in September 2024; Final Acceptance will need to be completed eight months from NTP. Rejection of Proposals: Any proposal containing significant deviations from the specifications of the RFQ shall be considered non-responsive and may be rejected in whole or in part. LAST DAY TO SUBMIT QUESTIONS AND SUBSTITUTION REQUESTS All questions regarding the RFQ shall be submitted through U3P no later than July 30, 2024, at 1:00 PM. *The value for this project is based on a financial range.
