Outer Roadway Package 1 The Outer Roadway Package 1 will include the make-safe and decommissioning of the MEPF systems in the existing tunnel below Memphis Airport. The Tunnel must be filled to proceed with upcoming package 2 where the existing outer bridge and roadway will be demolished and rebuilt as make ready for upcoming terminal expansion.
