RFQ Engineering - Rose Peak Water Main Replacement. PROJECT DESCRIPTION: The selected engineering firm will assist the Utilities Department with meeting all the funding agency (EPA) grant requirement, submitting a grant application, designing the water main, assisting with bid services, and performing construction management. Lyon County is seeking written Statements of Qualifications from qualified engineering firms for the Rose Peak Water Main Replacement Project. The selected firm will provide engineering and support services to the Lyon County Utilities Department (LCUD). President Biden signed the FY 2024 Consolidated Appropriations Act (P.L. 117-42) into law on March 9, 2024. In this law, Congress funded specifically named community infrastructure projects, referred to by the Senate as Congressionally Directed Spending (CDS) and in the House of Representatives as Community Project Funding (CPF). The U.S. Environmental Protection Agency refers to CDS/CPF projects as "Community Grants" projects. The House of Representatives selected a Lyon County project, the Rose Peak Water Main Replacement, for CPF for $2,584,000. The project consists of designing and replacing 6,800 linear feet of water distribution main in the Rose Peak area of Dayton, NV. Purpose: The selected engineering firm will assist the Utilities Department with meeting all the funding agency (EPA) grant requirement, submitting a grant application, designing the water main, assisting with bid services, and performing construction management Detailed qualifications and experiences may include, but are not limited to: Knowledge of the NEPA review processes, experience determining if a categorical exclusion applies, and experience using the appropriate exclusion. Knowledge of and experience with the programmatic and administrative requirements associated with EPA Community Grant Awards. Experience preparing and submitting applications through Grants.gov and responding to and coordinating with the EPA as the funding agency. Experience with water distribution system design, public bidding services, providing engineering support during construction, and managing the construction of water utility projects.
