THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS SOURCES SOUGHT IS NOT A REQUEST FOR QUOTE, PROPOSAL, OR INVITATION FOR BID. This notice is not a solicitation as defined by FAR 2.101, therefore it shall not be construed as a commitment by the Government to enter into a contract, nor does it restrict the Government to an acquisition approach. All information contained in this Sources Sought Notice is preliminary as well as subject to amendment and is in no way binding on the Government. Information submitted in response to this notice is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Government is requesting that restrictive or proprietary markings not be used in response to this notice. If a solicitation is released, it will be synopsized in SAM.GOV. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this Sources Sought Notice. No site visit will be conducted during a Sources Sought period. The North American Industrial Classification System (NAICS) Code for this procurement is 236210- Industrial Building Construction, which has a small business size standard of $45M. The Product Service Code (PSC) is Z2JB- Repair or Alteration of Testing and Measurement Buildings. STATEMENT OF WORK Locations: NSWC Indian Head, Maryland The Naval Surface Warfare Center Indian Head Division (NSWC IHD) Contracts Department 026 is seeking companies with technical expertise, experience, capability, and resources to provide building renovations to include civil, structural, architectural, mechanical, electrical, plumbing, and fire protection, and incidental related work. Minor modifications to a second building would be included also. In order to support future N-Ray NDT, building renovations are necessary. The renovation and construction project to building A will provide a single building with multiple bays to support non-reactor-based N-ray NDT capabilities. It includes renovation of 8,707 existing square feet (SF) and a minor construction addition of 2,247 SF resulting in a 10,954 SF facility. The building will include spaces for an accelerator bay, accelerator equipment bay with an associated technical bay, radiation area entrance maze, conditioning chamber bay, neutron control room and exposure room, digital interpretation bay, CT operations bay, several sample preparation bays, activated test sample hold bay, explosive holding bay, and inert storage bay. The architectural, civil, structural, fire protection, mechanical, electrical, plumbing, etc. systems will be modified, renovated, and/or replaced to accommodate specific program needs as documented within this basis of design narrative. The following basis of design narrative presents project specific facts, sufficiently complete, to demonstrate that the project concept is fully understood, and that subsequent design details, documented in the drawings and specifications are based on sound architectural and engineering decisions. An additional building has been selected to provide long-term storage of materials in support of the main building's mission. Only exterior work is required to accomplish the project goals. The existing loading dock will be repaired, a paved path and ramp will be added to provide cart access to Building B from Building A, and new drainage will be provided for the existing roof. Please provide answers to the following questions. No response will be considered an incomplete submission and will not be reviewed. What experience do you have with renovation of an existing building. What experience do you have in the installation of radiation shielding This project calls for a number of high density polyethylene details to shield penetrations and joints from neutron radiation. What experience do you have with thick reinforced and high strength concrete walls and floors constructions This project calls for floors to support two heavy pieces of equipment totaling 120,000 lbs and up to 8 feet thick concrete walls in an existing building. What experience do you have with superflat floors The floor area under the main equipment needs to be very level. Do you have previous experience working on military bases Please indicate what your current experience modification rating (EMR) is for facility repair/renovation projects SUBMISSION REQUIREMENTS: Interested contractors should submit a brief capabilities statement package (no more than six (6) single-sided pages or three (3) double-sided pages, including attachments, single spaced, 12-point font minimum) demonstrating ability to perform the requested services. As part of your six (6) page capabilities statement package, please include the attached Sources Sought Contractor Information Form. The email subject line shall include your company name. The capabilities package must be complete and sufficiently detailed to allow the Government to determine the contractor's qualifications to perform the defined work. Please note businesses must be registered in the SAM.GOV database prior to submission of an offer to be eligible for award of Government contracts (see FAR 4.11). Respondents will not be notified of the results of the Navy's market research. NSWC IHD will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate, or proprietary information will be fully protected from release outside the Government.
