Renovation of a multi-residential development in Camas, Washington. Conceptual plans call for the renovation of a multi-residential development.

Project is no longer needed.** The Housing Authority of the City of Vancouver (VHA), on behalf of Evergreen Nonprofit Housing, is issuing this invitation to bid with the intention of awarding a contract for the purchase of general contractor services related to ADA and exterior improvements for our Crown Villa property, in accordance with RCW 39.26. RAMP REPLACEMENT: o Remove existing concrete ramp, landing, stairs, and sidewalks as shown within project demolition plan and to allow replacement of ramp and stairs as a 1:1 replacement. o Reuse existing compacted fill and recompact with hand tamping Install new 4" concrete slab and isolate from existing vertical surfaces with bond break material and new caulk joints. o Install new reinforced 4" concrete slab and isolate from existing vertical surfaces with bond break material and new caulk joints. o Install new Tactile Warning surfaces as indicated. o Provide steel pipe handrail extensions and connections as indicated on the drawings, paint entire handrail. o Review drawing set and project specifications for details ADA PARKING AND NORTH RAMP EXPANSION GRADING o As shown on A101. Remove existing asphalt paving within area shown to allow regrading and replacement of existing parking to create a maximum 2% cross slop within ADA parking stalls and access aisles. General Contractor to verify existing grades and adjust asphalt removal, regrading, and material replacement to match existing parking lot areas. o Provide new curbs, concrete work, and handrails as shown on A101 to create an accessible route to the existing ramp connecting to the second level. o Provide base bid on takeoffs shown within Architectural drawings, provide additional unit pricing per SF for extending grading and new materials as determined on site. o Include new striping within the area of grading and parking replacement. o Reference drawing set and project specifications for details. CONTRACT The form of the Contract that will be awarded as a result of this competitive solicitation is attached as Attachment C - Sample Contract. This Contract shall commence upon the date of execution for a term of one (1) year and may be renewed for additional one-year terms up to a maximum of five (5) years in total. Prices will be adjusted upon annual renewal. The Contract is subject to earlier termination. BID BOND REQUIREMENTS Bidders shall submit with their bid form a bid guarantee equivalent to 5% of the bid price. Performance and payment bonds of one hundred percent (100%) are required. However, a contractor may request to apply 10% retainage to the contract in lieu of obtaining a performance and payment bond for contracts not exceeding $150,000. To be permittable, a performance and payment bond must meet the requirements set forth in the contract documents. A Contract may be awarded to the lowest responsive, responsible bidder. Questions/Clarifications Due Date: August 5, 2024, at 5:00 PM (PT). Questions or concerns regarding this competitive solicitation must be direct to Procurement and submitted electronically. Questions raised at any pre-bid meeting and during the Q&A period will be answered and posted to as received or as an addendum. The VHA reserves the right to amend and modify this competitive solicitation.
