Southeastern Pennsylvania Transportation Authority ("SEPTA") is soliciting proposals from qualified consultants for Architectural and Engineering ("A&E") Services for the Design of SEPTA Main Street Lansdale Crossing Quad Gates Project. The purpose of this project is to provide Architectural and Engineering Services for the Design of SEPTA Main Street Lansdale Crossing Quad Gates. The effort described herein consists of all work necessary for renewing the existing Main Street highway-rail at grade crossing on the SEPTA Regional Rail Main Line North. The proposed project will reduce incidences of vehicles entering the unsafe space around grade crossings, decreasing accidents, injuries, and fatalities while diminishing delays and improving system reliability. The work shall, in general, consist of the conversion of existing two (2) quadrant gate crossing systems to four (4) quadrant gate crossing systems. The work shall include the design of the crossing system for the four (4) quadrant gate system, including vehicle detection loops and radar as well as bid and construction related services. Consultant will develop construction cost estimates, project schedules, specifications, and drawings for the crossing which will then go out to bid for 3rd party construction. While the design will be completed by a third-party Consultant, substantial force account from Communications and Signals (C&S) will be required to support the project. Question Deadline 08/21/2024 at 4:00 PM ET There will be two (2) rounds of Q&As for this project. Questions pertaining to this request must be submitted, via email, to the Contract Administrator listed above. Answers Due: Wednesday, August 28. Round 2: Questions Due: Thursday, September 5 by 4:00 pm ET, Answers Due: Monday, September 16. NOTE: No questions to be accepted or answered after this date SEPTA, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 253, 42 U.S.C. 2000d to 2000d-4, and Title 49, Code of Federal Regulations, Department of Transportation, SubTitle A, Office of the Secretary, Department of Transportation, in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all proposers that it will affirmatively, insure that in regard to any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit proposals in response to this invitation, and will not be discriminated against on the grounds of race, sex, color, or national origin in consideration for an award. Consultant will be required to comply with all applicable Equal Employment Opportunity laws and regulations. All proposers will be required to certify compliance with Executive Order 12549 (ineligible contractors). Any contract issued as result of this solicitation is subject to a financial assistance contract between SEPTA and U.S. Department of Transportation. Subject to SEPTA's right to reject any and all proposals and/or to negotiate separately with any firm in any manner deemed appropriate to serve its best interests, if any award is made as a result of these proposals, it will be made on the basis of the proposal which best satisfies the intent of the RFP and other factors considered in the best interests of SEPTA. The method of Contractor Selection has not been Determined at this time
