The purpose of this project is to develop a comprehensive, integrated plan for improvements at CCWD's three water treatment plants (WTP): Bollman WTP, Randall-Bold WTP and City of Brentwood WTP. The comprehensive plan will include an energy efficiency evaluation; identify renewal and replacement of existing treatment plant assets; evaluate improvements needed to meet existing and upcoming potable water quality requirements as well as other regulatory requirements related to water treatment, and assess current and future operational needs. The WTPMP was originally completed in 2003, updated in 2011 and 2020, and establishes the scope, schedule, priority and budgets for projects to be included in CCWD's Ten-Year Capital Improvement Program (CIP). The previous WTPMPs also provided recommendations for scope, schedule, priority and budgets for long-term capital improvement projects through year 2050. This project will be an update to the 2020 WTPMP and will include recommendations for long-term capital improvement projects through year 2050. CCWD is seeking creative, cost-effective recommendations for addressing the short-term and long-term improvements to ensure efficient investments are completed at the WTPs to meet the service needs of current and future customers. CCWD specifically reserves the right to reject any or all SOQs, to make any awards or any rejections in what it alone considers to be in the best interest of CCWD, and to waive any irregularities in the SOQs. This RFQ does not commit CCWD to pay any costs incurred in the preparation and presentation of submittals. This solicitation covers only the work described herein and does not commit CCWD to any work beyond that described. All materials received will remain the property of CCWD regardless of whether a given firm is selected. Brochures or other presentation materials, beyond those requested herein, are not desired and should not be submitted. Failure to provide this insurance documentation will result in CCWD considering this proposal or response to be unresponsive.
