Engineering Design completion by February 2028, and Construction completion by December 2031 The City of Trenton Department of Water and Sewer, Trenton Water Works (TWW), requests proposals from qualified companies (the "Firm" or "Firms") to provide services related to the design and construction of improvements to the Klockner Pump station and the Booster 3 and Klockner Zone. This project is a critical component of TWW's infrastructure upgrades and Pennington Reservoir Replacement Plan (PRRP), aimed at improving system resiliency, operational efficiency, and compliance. The PRRP was initiated because TWW is subject to a February 2018 Administrative Consent Order (ACO) requiring TWW to address purported non-compliance with federal Cryptosporidium treatment standards, linked to the operation of the uncovered Pennington Reservoir. Following extensive evaluation of potential alternatives, TWW determined that constructing a network of decentralized water storage tanks and completely replacing the Pennington Reservoir is the preferred approach. Within this overall strategy, the existing Klockner Pump station requires major upgrades. With the primary goal being to replace the existing pumps and increase the capacity of the Klockner Pump Station to service the growing area. The Booster 3 Zone and Klockner Zone are also in need of hydraulic analysis and distribution system upgrades. The goal of this project is to identify using modeling, a construction project, or multiple construction projects to build sufficient interconnections between the two pressure zones so they can efficiently and reliably function as one. Once these projects are identified, they must also be integrated with the improvements needed to the Klockner Pump Station, increasing the capacity and operational resilience of that pump station.
