Site work and paving for a civil project in Saint Charles, Missouri. Completed plans call for site work for a water / sewer project; road / highway; and for paving for a road / highway.

The Project work shall include the following description of the work: Removal and replacement of select vacuum sewer valve pits (canisters), upgrades to existing canisters, and all necessary appurtenances and surface restoration. The bid shall be made on the bid form provided in the bid specifications and shall be delivered in a sealed envelope plainly marked on the outside with Bid No. 4739 and the name of the Project to the Purchasing Office on or before the date and time specified above. No facsimile bids shall be accepted. The bid shall be accompanied by a bid deposit (guaranty) for the amount equal to five percent (5%) of the total bid amount. The bid deposit may be in the form of a bid bond issued by an insurance company authorized to do business in the state of Missouri and with a financial strength rating of A with a financial size category of IX or better by A. M. Best, a certified check or a cashier's check drawn on a bank located in St. Charles County, the City of Saint Charles, St. Louis County, or the City of St. Louis. The bid deposit shall be forfeited to the City if the bidder does not execute a contract for the Project and provide all bonds, insurance requirements and other required documents by the date stated in the bid award. The City reserves the right to require the bidders to provide proof of the ability to properly finance and execute the Project together with a record of successful completion of similar projects. The City reserves the right to reject any and all bids or to advertise for new bids. The City reserves the right to defer the acceptance of any bid and the execution of a contract for up to one hundred twenty (120) days after the date of bid opening. The successful bidder shall execute the Project contract and deliver all bonds and other required documents by the date stated in the bid award. The successful bidder shall furnish a performance and payment bond for one hundred (100%) percent of the contract amount and shall provide certificates of insurance and insurance policy endorsements for workers' compensation, commercial general liability, auto liability, property damage and other policies of insurance as stated in the bid specifications and in the amounts stated therein for the therein stated policy periods. An additional separate guarantee performance bond in the amount of 10% of the contract amount shall be delivered at the time of contract execution to guarantee satisfactory performance of the work completed for a period of one (1) year after the date of acceptance of the work. Project work shall commence work within seven (7) calendar days after the date of written notice from the City to start work and shall complete all work within 270 calendar days after the expiration date of the seven (7) day period. A Pre-Bid Conference will not be conducted for this Project. Rejection of Bids. A. Bids which are incomplete, conditional or obscure, or which contain any additions not called for, or which otherwise do not conform to the requirements of the applicable statutes, ordinances or to the requirements for submission set forth herein will be rejected as nonresponsive. Bids which contain erasures, alterations or irregularities of any kind or which fail to fully meet the requirements for bid submission set forth herein, or which contain abnormally high or abnormally low prices for any item of work may be rejected as nonresponsive. B. More than one bid from the same bidder, whether or not the same or different names appear on the signature page, will not be considered. Reasonable grounds for believing that any bidder is so interested in more than one bid for the work contemplated may cause rejection of all bids made by that bidder directly or indirectly. C. Any or all bids potentially affected by collusion will be rejected if there is reason to believe that collusion exists among the bidders. The decision of the City shall be final. Bidders whose bids have been rejected because of evidence of collusion will not be considered in future bids for the same work and may be disqualified from bidding on future work. D. The City shall reject any bid that does not include the signed Non-Collusion and Attestation Forms provided in the Bid Package.
