BACKGROUND : The Fulton County Jail, also known as Rice Street Jail, located at 901 Rice Street in Atlanta, Georgia, opened in 1989 in a neighborhood west of downtown Atlanta. The jail system holds about 2,600 inmates on a typical day, with 2,254 beds in cells at the Rice Street Jail and the Marietta Annex on the same campus. The Fulton County Sheriff's Office also operates South Annex Jail, located at 6500 Watson Street, Union City, Georgia, with a capacity of 285 beds. The existing jail infrastructure is in a state of severe deterioration, incurring millions of dollars in annual maintenance costs. Additionally, the substandard facility conditions and ongoing safety concerns hinder the County's recruitment and retention of jail staff. The planned scope of work encompasses an assessment of the Jail facilities with recommendations scope and budget to renovate Rice Street, Marietta Annex, and South Annex. Additionally, budget and scope recommendations will be prepared for a new special- purpose facility, all in a concerted effort to meet the County's objectives.
