Washington County is looking to repair two areas of settlement over centerline culverts along CSAH 15 (Manning Ave.). This Request for Quote (RFQ) has been prepared by Washington County to secure services for removal of existing bituminous pavement, compaction of existing aggregate base, placement of new aggregate base and bituminous paving in areas where settlement has occurred. Include instructions for questions from contractors. Such as, to notify the county of any inconsistency or ambiguity in this RFQ and for all questions pertaining to this RFQ, all questions and notifications must be sent via e-mail by 4:00 PM CST August 14, 2024 to the County Authorized Representative: Mike Kline, EIT michael.kline@co.washington.mn.us Only written questions and notifications will receive responses. Washington County reserves the right to disregard questions received after 4:00 PM CDT August 14, 2024. An addendum will be issued through the same communication medium as this RFQ was originally distributed no later than August 20, 2024. Notification of Award August 28, 2024 Construction Early September, 2024 All aspects of the scope of services outlined below and included herein are expected to be completed. All work shall be done under traffic with the use of flaggers according to the specifications. A traffic control plan shall be submitted and approved by the County prior to beginning work. The work to be performed is not to exceed a specified amount. County authorized work completed outside the original scope may qualify for additional compensation. Coordination with Washington County is required to establish a project start date. The project will start in early September of 2024. Once the project has begun, the contractor will have 3 days to complete the project. Work shall occur on only one-half of the road at a time. The one-half of the road that is being worked on must have final paving complete before moving on to the other half of the road. It is anticipated but not guaranteed that the selection of a contractor will be completed by August 28, 2024. Following notification of the selected contractor, it is expected a contract will be executed between both parties by September 6, 2024. Reserved Rights o This RFQ process does not obligate the county to award a contract or complete the services. o The county reserves the right to waive any minor irregularities. o The county reserves the right to reject any or all quotes. o The county reserves the right to request additional information or clarifications from contractors. o The county reserves the right to interview any, all, or none of the contractors. o The county reserves the right to enter into a contract with more than one contractor. o If the RFQ process concludes by withdrawal, cancellation or rejection of all quotes, the county reserves the right to issue another RFQ for this service. o The county shall not be liable for any expenses incurred by the contractor including but not limited to expenses associated with the preparation and submission of the quote.
