The City of Stillwater is issuing this Request for Proposal (RFP) for professional services to lead the development of a water system study and a facility plan for a PFAS Water Treatment Plant. The selected firm will work with City of Stillwater staff and decision makers to improve domestic water supply, quality and resiliency by analyzing the existing water system, source water quality and preparing a facility plan for the design and construction of new water treatment facilities in Stillwater. Stillwater is interested in partnering with a qualified engineering firm to assist with analyzing our water system and the development of a WTP facility plan that will assist Stillwater in developing a prudent vision for their water treatment facilities. The selected firm will: Gather and review background water system information Develop estimates of 20-year water usage demand, with water treatment in mind Collect and analyze data on the source water supply, capacity, and unique water characteristics Work with Stillwater to develop treatment target goals Investigate treatment technology alternatives that are capable of achieving the established goals Review potential hydraulic impacts on the distributions system Evaluate proposed WTP Site(s) and potential WTP configurations, with consideration for future needs Provide capital cost estimates for the various alternatives, including operations and staffing analysis Explore active and future funding opportunities for treatment alternatives. Provide final recommendations to Stillwater so they can proceed with plans for design and construction of the WTP Assist with robust public engagement Deadline for Questions September 6, 2024 Perspective responders who have any questions regarding this request for proposal should submit them in writing to the City of Stillwater. All costs incurred in responding to this RFP will be borne by the responder. All complete submittals received prior to the deadline will be evaluated by an evaluation team comprised of City staff. Submittals will be evaluated on responsiveness to this request, project understanding and approach, past experience and professional capabilities, and ability to work collaboratively with the City to successfully complete the work. The City will determine which responders, if any, will be invited to interview. Interviews are tentatively expected to occur between October 21-30, 2024. Following the interview, the City will work to negotiate a professional service agreement with the selected firm. The method of Contractor Selection has not been Determined at this time.
