Solicitation Number: W50S9H24QA019 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, in which quotations are being requested. Solicitation W50S9H-24-Q-A019 incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2024-05, dated 22 May 2024. This requirement is set-aside 100% Small Business. North American Industry Classification System Code (NAICS) is 238210 - Electrical Contractors and Other Wiring Installation Contractors with a size standard of $19.0 Million. All qualified Small Businesses under this industry are encouraged to submit quotations. DESCRIPTION OF REQUIREMENT: MASS ALERT SYSTEM REPAIR, UPRAGE, AND INTEGRATION See attached SF 1449 Solicitation for additional information and CLIN structure. Award will be based on lowest priced offer that meets minimum specified requirements. Note: Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. APPLICABLE LABOR LAWS: Wages under this contract are subject to the Service Contract Act which can be found at: https://sam.gov/ REFERENCES: The following publications are available electronically at https://www.acquisition.gov/ Federal Acquisition Regulations (FAR) Defense Federal Acquisition Regulation Supplement (DFARS) SPECIAL INSTRUCTIONS: Offerors shall be required to return the attached Standard Form 1449 Solicitation, W50S9H-24-Q-A019 signed and filled in appropriately as their offer along with any additional information required to state how the quoted items meet or exceed the minimum specifications and any additional fill-in provisions. All contractors MUST be registered in the System for Award Management (SAM) http://www.sam.gov database at the time of submission of quotes. Quotes must include estimated delivery date, SAM Unique ID Number, CAGE Code, and Tax Identification number. Pricing must be valid until 30 September 2024. QUESTIONS DUE DATE AND TIME: All questions concerning this solicitation shall be sent via email to: WI.CRTC.VF.Contractingus.af.mil by NLT 20 August 2024 at 01:00 PM CDT. A question and answer (Q&A) will be posted, if required, approximately three (3) business days after all questions have been received. SITE VISIT A site visit has been scheduled for 13 August 2024 at 9:00 AM CDT. OFFER DUE DATE AND TIME: Offers are due 27 August 2024 at 01:00 PM CDT. Offerors MUST provide quotes via e-mail ONLY. LATE OFFERS: Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in this solicitation by the time specified in the solicitation. Quotations or modification of the quotation received at the e-mail address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)). CONTRACTING OFFICE CONTACT INFORMATION: All offers and questions pertaining to this solicitation shall be sent by email to the following email address: WI.CRTC.VF.Contractingus.af.mil ****The Government will NOT answer questions via telephone. Project: The Government requires mass notification system upgrade and integration with internal paging system and IP Interface Module. Place of Performance: Volk Field Combat Readiness Training Center (CRTC) Air National Guard Base (ANGB); Camp Douglas, Wisconsin 54618. Scope: This SOW concerns all communications wiring, terminations, bonding, grounding, and equipment required to perform maintenance and upgrade to existing Whelen system. All work outlined in this SOW will involve United States Government property located on United States Government land. In accordance with present Whelen accredited system, the Contractor OR subcontractor must be a certified Whelen service provider. Volk Field CRTC supports 9 Whelen WPS 2903 stacks utilizing 747s and E2010. The 2903stacks are directly connected from an auxiliary card to a Bogan Quantum system via telephone pair for paging announcements. In addition, the primary initiator panel is connected to an IP Interface Module (Blackberry AtHoc) for interoperability with network services. The services to be performed to the Whelen and Giant voice system(s) are as follows: - Perform inspection in accordance with manufacturer specifications and repair and upgrade existing 2903 stacks with new radios, electronic components, and equipment as required. - Ensure system is optimized to perform at its peak capabilities and audio quality. - Ensure structures are sound, and systems are electronically protected, grounded, and bonded in accordance with manufacturer specifications. - Replace both primary and secondary legacy initiator panels (E2010, and 747) and radios (Motorola CM200) with manufacturer recommended replacements. - Technical integration with existing IP Interface Module, Bogan Paging System, and initiator panel is required to ensure all notification types can be heard over all internal and external speakers. - All transceivers must be JF12 approved/certified equipment. - Add "Reveille", "To the Colors", "Retreat", "Star Spangled Banner", and "Taps", as preconfigured messages. All project documentation shall be delivered to the Government prior to contract completion and final departure of Volk Field installation. Period of Performance: 60 days after award of contract. General: The contractor shall employ qualified installers to properly place, terminate and test all related communication equipment and cabling.
