Renovation of a civil project in Greenville, Michigan. Completed plans call for the renovation of a water / sewer project.
The City of Greenville is seeking sealed bids for SCADA System Radio Upgrades. All questions regarding this request for bids shall be directed to the principal contact listed above The principal contact with the City of Greenville will be: Tom Pollock Director of Public Services 218 Fairplains St Greenville, MI 48838 (616)754-5098 The City of Greenville seeks bids from qualified contractors to replace its existing Water SCADA System radios at the WTP, Elevated Tanks 1 & 2 and the Booster Station with new equipment along with related programming and startup services. Contractor's responsibilities include: 1. Power off, disconnect and remove the existing Esteem radios at the WTP, Elevated Tank 1, Elevated Tank 2 and the Booster Station. 2. Supply and install new NextGenRF Viper SC+ radio, serial communication cable to link each radio to its local/nearby PLC. Supply and install new radio antenna cable(s), and lightning arrestor at the WTP, Elevated Tank 1, Elevated Tank 2 and Booster Station. New lightning arrestors shall be compatible with the radios and antennae to which they connect. 3. Replace existing radios' DC power supplies and wiring at each site with new Allen Bradley 1606-XLE80E if existing power supplies are faulty or insufficient for the new radios. 4. Program the new radios with the City's existing FCC licensed radio frequency and to allow serial communications between the City's existing Water SCADA System PLCs. 5. Record each radio antenna's SWR at startup as well as forward and reverse power as reported by the new radios at startup and advise the city if new antennae or new antennae locations are needed at each site for long-term reliable radio communications. 6. Update existing PLC programs to enable the WTP PLC to read from and/or write to each remote PLC. Contractor must have their own, compatible PLC programming software and communication cables to update existing PLC programs. 7. Coordinate radio installation with City staff to minimize PLC downtime. 8. Provide digital copies to the city of any PLC programs changed as part of this project (ex: RSLogix 5000 / 500 PLC program files for the PLCs, backups of the radio configurations). 9. Demonstrate radio communications are working to City staff (ex: watch changing tank level on trends) and trigger communication failure alarms between the WTP and each site. 10.Provide a written report to the city at the conclusion of the project documenting all radio and PLC settings (ex: passwords, node addresses, radio frequency, radio output power, radio encryption key/password etc.) The goal with this project is to enable the City's existing Allen Bradley PLCs to periodically communicate with each other via explicit messages over the new radios. The WTP PLC should read pressure, level and alarm data, etc. from the Elevated Tank 1 & 2 and the Booster Station at least once per minute. PLC messages shall be sequenced to execute one at a time - not all at once - to avoid collisions on the radio network. NextGenRF Viper SC+ radios p/n 140-5048-502 were chosen for compatibility with the City's existing FCC radio frequency assignment (453.8375 MHz) and PLC serial communications while enabling transition to Ethernet communications in the future. Contractors shall include with their bid a list of references demonstrating experience with similar equipment
