The project will convert the road to three lanes, add sidewalks and a trail, and install new storm sewers. Two roundabouts are planned at nearby intersections to reduce serious crashes. Des Moines engineers are moving forward with the reconstruction of a southeast side corridor that comes with a slate of safety modifications for cars and pedestrians, including multiple roundabouts and a trail. The city plans to reconstruct East Army Post Road from Southeast 14th Street to Indianola Avenue — an estimated $12 million project that's part of a bigger plan to make the crash-prone corridor safer and spur redevelopment on the southeast side. Des Moines City Council members unanimously approved an agreement with the Iowa Department of Transportation to accept grant funding for the project at its meeting on Monday, June 9. Council members also unanimously approved giving the city temporary and permanent access to multiple properties needed to build the project following a public hearing. City engineer Steve Naber told the Des Moines Register the few permanent acquisitions would be slivers of land that would not require any residents to move. The reconstruction plan stems from a 2020 traffic study that showed "significant" traffic growth at the intersection at Southeast 36th Street, where one of the roundabouts will be, along with speeding issues along the corridor, according to a City Council memo. There have been three fatal crashes on Army Post Road since 2011, according to the project information on the city's website. E Army Post Road reconstruction from Southeast 14th Street to Indianola Avenue. Another traffic study of Army Post Road published in 2022 showed more than 200 crashes took place on the corridor over five years, with the segment between Southeast 14th Street and Indianola Avenue experiencing a 30% higher crash rate than the statewide average for similar corridors, according to city documents. The study laid out multiple recommendations, including installing roundabouts to reduce the number of serious crashes by eliminating head-on and 90-degree angle crashes. Crews started work in spring 2025 converting the intersection of Army Post and Southeast 36th Street from a two-way stop into a single-lane roundabout with one lane entering and exiting each approach, city documents show. City officials expect that project to wrap up by spring 2026. Get the Dallas County News newsletter in your inbox. News from Perry, Adel and other Dallas County communities. Both planned roundabouts are east of the road reconstruction project. What's included in the East Army Post corridor project? Plans call for converting East Army Post Road from Southeast 14th Street to Indianola Road from two to three lanes, adding curbs and sidewalks. The road will have a traffic lane in either direction and a two-way center left turn lane, according to city documents. The plan adds a 10-foot-wide walking and bicycle trail on the north side of the road, and a 5-foot-wide sidewalk on the south side. More: Why Des Moines is adding 180 miles of sidewalks, even though it will take 35 years City staff is also looking to add curbs and gutters to the road, as well as a new storm sewer, as part of the project. How is Des Moines paying for the project? The city received $5.2 million from the U.S. Department of Transportation's Surface Transportation Block Grant program for the project. The remainder — $6.8 million — will be paid through general obligation bonds, according to city documents. ___________________________ https://subscribe.desmoinesregister.com/restrictedreturn=https%3A%2F%2Fwww.desmoinesregister.com%2Fstory%2Fnews%2Flocal%2Fdes-moines%2F2025%2F04%2F08%2Fwhat-to-know-about-city-of-des-moines-just-passed-budget-and-cuts%2F82774827007%2F&gps-source=CPROADBLOCKDH&itm_source=roadblock&itm_medium=onsite&itm_campaign=premiumroadblock&gca-cat=p&theme=twentyfour&hideGrid=true&gnt-eid=control What to know about city of Des Moines' just-passed budget and cuts The Des Moines Register Capital Improvement Program (CIP) is a five-year blueprint for the construction, renovation and repair of city-owned buildings and infrastructure ----------------------------------------------- In the city of Des Moines, East Army Post Road from Se 14th St to Indianola Ave As of October 27 , 2025, the project is in Conceptual status.
