Professional Mixed-Use Development Services Covington Central Riverfront Block C After the Internal Revenue Service (IRS) announced its intent to close its 23-acre facility in Covington, KY along the Ohio River, the City of Covington (City) began a year-long master planning process with a team of nationally renowned consulting firms including Cooper Carry, JLL, Noell Consulting, DaVinci, and Woolpert. The result is an award-winning plan that brings back the street grid and mixed-use neighborhood which stood on the site prior to the construction of the IRS facility in the mid-1960s. Following the creation of the master plan, the City acquired the 23-acre site for $20.5 million and began demolition and environmental clean-up processes. All known hazardous materials were remediated and/or removed, UST closure and environmental reports are available upon request. Simultaneously, the City engaged a team of architects and engineers to design the horizontal infrastructure, including roads, alleys, utilities, public spaces, parks, and a 670-car public garage, which will serve as the podium base for development between the new Third Street and the Ohio river. The site is situated between Fourth Street and RiverCenter Blvd (formerly Second Street) and from Madison Avenue to the Clay Wade Baily Bridge approach to downtown Cincinnati (see illustration). Just three blocks to the West, a $3.6 billion companion bridge to the I-71/I-75 bridge is nearing start of construction. Three blocks to the East, the Commonwealth of Kentucky (State) is preparing to construct a $69 million replacement of the Fourth Street Bridge from Newport. As of September 17, 2024, Kenton County and the Northern Kentucky Port Authority have selected an owner's representative and project manager. Construction is expected to begin in 4th quarter of 2025 and completed by Spring 2028. Requests For Information (RFI) or clarification will be received by the City via electronic mail, only to: peter.hager@covingtonky.gov from the time of solicitation until 2024 August 19 11:00 A.M. and the City will publish responses via its procurement portal on or before 2024 August 26 3:00 P.M. The Board of Commissioners reserves the right to reject any and all proposals. All Proposals will be reviewed and scored in accordance with the evaluation criteria set forth herein. The method of Contractor Selection has not been Determined at this time. Anticipated Award Date: October 8, 2024 The City of Covington has rejected all proposals submitted in response to this RFP and is hereby terminating this process.
