The Contract will be awarded to the Responsive and Responsible Bidder on the basis of the lowest bid price, subject to the approval of the WCCIDA. WCCIDA reserves the right to reject any/all bids or waive any informality in the bid. Each BIDDER must deposit with his Bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. No BIDDER may withdraw his Bid within ninety (90) consecutive calendar days after the actual date of the opening thereof.
