Request for Proposal (RFP) to Provide Engineering Design Services for the Treatment Plant Booster Pump Station Rehabilitation Project (EO-3687). INTRODUCTION The Long Beach Utilities Department (LBUD) is seeking the services of an engineering consultant (CONSULTANT) for engineering design services for the Treatment Plant Booster Pump Station Rehabilitation Project (PROJECT). The purpose of this PROJECT is to rehabilitate Long Beach's Groundwater Treatment Plant's (GWTP) Booster Pump Station to run at its full rated capacity of 62.5 MGD, increase its operational flexibility, and maximize energy savings throughout the life of the pumps. The PROJECT includes design of new VFD-driven pumps, instrumentation, electrical work including new MCCs, supervisory controls (SCADA) work, piping, and other associated structural and mechanical design. CONSULTANT shall deliver a construction package, which shall include: drawings; cost estimates and specifications. As per Appendix G of the Master Plan Report, all pumps, check valves, pump motors, etc., will be removed and replaced. Additionally, LBUD expects every pump will receive a new VFD. Other engineering design services include acquiring permits, providing pre-bid and bid evaluation services, and providing engineering services during construction. PROJECT DESCRIPTION AND OVERVIEW The GWTP is located at 2950 Redondo Avenue in the City of Long Beach. It was constructed in 1997 to treat groundwater from various wells within the LBUD system, with a targeted design capacity of 62.5 MGD. Questions shall be submitted to Ms. Danna Monzon, Manager of Engineering, at Danna.Monzon@lbwater.org no later than 4:00 p.m. on Monday, August 19, 2024. The LBUD reserves the right to reject any or all proposals. The LBUD will select the Consultant, which appears most likely to provide the services under the conditions that would be in the best interest of the LBUD.
