Deadline to Submit Questions 16-August-2024 Firms desiring consideration for this project shall submit a Statement of Interest, Qualifications, Experience, Schedule, and Price. Submittals will be evaluated on qualifications, experience, process design, schedule for completion, and price. The scope of work will include but not necessarily be limited to the below TASKS TASKS A. Develop a comprehensive branding and signage standard to connect key city locations, parks, urban trail and destinations to/for visitors. The branding and signage standard will be used as a guide to create a unified comprehensive look citywide. Signage shall be designed to help efficiently guide motorists, pedestrians, and cyclists alike. The system shall provide a cohesive identity for the area while maintaining the unique identity of City of Jacksonville Beach. a. Develop a minimum of two design concepts for consideration. Accompanying the final design shall be design guidelines and standards to aid in consistent fabrication and installation. B. The outcome of the plan is to establish design criteria and graphic standards for the City's branding and signage standard. a. Identify optimal site locations and verbiage capacity for Citywide Signage. b. Identify the primary user a given sign placement is intended to serve (e.g., motorist, pedestrian, or cyclist). c. Based on a given sign's primary user, recommend sign dimensions subject to applicable code(s). d. Based on a sign's dimensions, identify verbiage capacity and recommend effective font style(s). C. Create an implementation cost estimate to construct and place the entire system. D. Develop detailed wayfinding map/plan. PURPOSE: The City seeks the services of a qualified firm that has professional expertise in developing and designing a comprehensive Citywide Signage system with the outcome of establishing a design criteria and graphic standards for the City of Jacksonville Beach (City). The selected firm will work with City staff over multiple years and ultimately assist us in design specifications not only for gateway signage, but park signage and urban trail Citywide Signage as well. QUESTIONS AND REQUESTS FOR CLARIFICATION: No verbal interpretations will be made of any documents. Requests for such interpretations shall be made in writing or via email at Purchasing@jaxbchfl.net no later than Friday, August 16, 2024. Interpretation will be in the form of an addendum and will be published on the RFP section of the City's website. ELIGIBILITY Responses will only be considered from firms which are regularly engaged in the business of providing wayfinding services, and who have verifiable evidence of a consistent satisfactory record of performance. To be eligible, respondents shall provide references for at least three (3) organizations that you or your firm has performed the same size and type of services. CONTRACT AWARD: The City reserves the right to enter into a contract with the selected firm(s) that the City deems to offer the best overall qualifications and experience. In addition, the City Manager, as the City's representative, in his sole discretion, reserves the right to cancel this RFP, to reject any and all proposals, to waive any and all informalities and/or irregularities, or to re-advertise with either the identical or revised specifications, if it is deemed to be in the best interest of the City to do so. The City reserves the right to negotiate with the highest rated respondent. If an agreement cannot be reached with the highest rated respondent, the City reserves the right to negotiate and recommend award to the next ranked respondent or subsequent respondents, until an agreement is reached. The City reserves the right to award this contract to one or more firms. In the event of a multiple award, the City will designate a Primary and Secondary Contractor. The Secondary Contractor will be used if the Primary Contractor is unable to cope with the demands of the project, or if performance standards are unacceptable, or if the contract is terminated for cause or convenience. SUBMITTAL REQUIREMENTS: Submit completed package one (1) original plus five (5) copies and one (1) USB thumb drive in one sealed envelope. Packages received without the requested information or quantities may be rejected. It is incumbent upon the respondent to ensure that all copies of the proposal package submittals are complete and exact replicas of each other. Clearly mark the submittal envelope with the RFP number, RFP title and Respondent name. It is incumbent upon the Respondent to ensure that proposal package submittals are received by the Property and Procurement Division on time. Submissions received after the due date and time will not be considered.
