Renovation of a water / sewer project in Canton, Massachusetts. Completed plans call for the renovation of a water / sewer project.

The Town of Canton (Town), Department of Public Works (DPW), invites sealed bids for the replacement of the Granular Activate Carbon (GAC) Filter Replacement at the Edward M Sullivan Water Treatment Facility located at 480R Neponset Street in Canton, MA. The Project shall consist of removing and disposing of in-situ GAC filter media, inspect and potentially repair existing GAC filter vessels, and furnish and install new virgin GAC filter media. The Project shall be substantially completed by October, 2024, or within 45 consecutive calendar days from the date specified in Section 00650 Notice to Proceed. Any and all questions must be submitted to Alfons Koka, Town Engineer, via email at (engineeringdept@town.canton.ma.us) on or before August 12, 2024 at 12:00 p.m. Local Time. The Town reserves the right to reject any and all submissions, to waive any minor informalities & technicalities, or to cancel the bid if it were in the public interest to do so. The base bid work consists primarily of the removal/disposal of in-situ Granular Activated Carbon (GAC), inspection/repair of the existing GAC filter vessels, and turnkey delivery of virgin GAC. The existing GAC found at an existing municipally owned water treatment facility is spent and needs to be replaced. a) Winning bidder must remove any remaining GAC from existing GAC filter. b) Winning bidder must inspect and repair the existing GAC filter vessel. c) Winning bidder must furnish and install virgin GAC and leave facility in turnkey condition. All work must be inspected and meet the Town of Canton, Public Works Department and Engineering Division approval prior to final payment. Each bid shall be accompanied by a Bid Security in the amount of five percent (5%) of the value of the bid in the form described in the Instructions to Bidders, Section 00100, Instructions to Bidders. A Performance Bond and Payment Bond each in the amount of one hundred percent (100%) of the contract price will be required in the form described in the Instructions to Bidders. Every Bid Bond, every Performance Bond and every Payment Bond issued for any construction work in the Commonwealth shall be the bond of a surety company organized pursuant to Section 105 of Chapter 175 or a surety company authorized to do business in the Commonwealth under the provisions of Section 106 of said Chapter 175 and be approved by the U.S. Department of Treasury and acceptable as sureties and reinsurers on federal bonds under title 31 of the United States Code, Sections 9304 to 9308. No bidder may withdraw his bid within thirty (30) days (Saturdays, Sundays and legal holidays excluded) after the actual date of the opening thereof. Minimum Wage Rates as determined by the Commissioner of Department of Labor and Industries under the provision of the M.G.L, Ch. 149, sec. 26 to 27G, and by the Secretary of Labor, under the Provisions of the Code of Federal Regulations, as amended, apply to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract. Each bid shall be accompanied by a reference list as evidence of his/her qualifications to perform the work as bid according to all the requirements of the plans and specifications. (See Section 00301, General Bid for form) Materials and supplies used or incorporated in the performance of this contract are exempt from sales and use tax. The bidding and award of the Contract shall be in full compliance with Section 39M inclusive of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised. The Owner reserves the right to waive any informality or to reject any and all bids. A bid which includes, for any item, a unit cost that is abnormally low or high may be rejected as unbalanced. The right is also reserved to accept any bid deemed to be best for the interest of the Town of Canton, MA. Public Works Department.
