The Project consists of removal and disposal of accumulated sludge in the existing lagoons for inclusion as an allowance in a general construction contract. Sludge Removal & Disposal Contractor ("Seller") shall be required to perform work as specified herein to the awardee of the general contract ("Buyer") at the bid price submitted. Sludge removal and disposal is part of a Wastewater Treatment Facility Upgrade which will include constructing new headworks, new lagoon aeration system, new blower room, new chemical feed and storage systems, new chlorine contact tank and new operations building. The OWNER may waive any informalities or minor defects or reject any or all bids. A Bid Bond or Certified Check in the amount of 5% of the total Bid submitted must accompany the Bid. Failure to submit such with the Bid will render the Bidder non-responsive The US Environmental Protection Agency goal for use of Disadvantaged Business Enterprises (DBE) is 8%. The Vermont Department of Environmental Conservation Fair Share Objectives for this project are: 1.85% Minority Business Enterprises (MBE), and 3.5% Woman Business Enterprises (WBE) All technical questions regarding this project should be directed by email to Laura Clements at lclements@hoyletanner.com. All interpretations will be provided to prospective BIDDERS at the addresses given by them no later than five (5) calendar days before the date of opening BIDS. Failure of any BIDDER to receive any such ADDENDUM or interpretation shall not relieve such BIDDER from any obligation under its BID as submitted. All ADDENDA so issued shall become part of the CONTRACT DOCUMENTS. The prospective Bidders are responsible for inspecting the site (if they feel one is warranted) and for reading and being thoroughly familiar with the Contract Documents. The failure or omission of a Bidder to do any of the foregoing shall, in no way, relieve any Bidder from any obligation in respect to its Bid. Question Deadline 09/05/2024
