1. The Project and Work for the Project consists of all labor, materials, equipment, and services necessary for construction of the project identified as South Water Treatment Plant Concentrate Booster Pumps ("the Project"), all in accordance with the Drawings and Specifications prepared by the Design Professional. The Project must be substantially complete by the Date for Substantial Completion set forth in Section Q below. 2. A pre-bid conference will be held at 10:00 a.m. on August 13, 2024 at the South Water Plant, 4600 Sugar Grove Road S.E., Lancaster Ohio 43130. A site inspection will immediately follow the pre-bid conference. No questions will be taken during the site visit. The City reserves the right to modify the date and/or time of the pre-bid conference and site visit. Attendance at the pre-bid meeting is mandatory in order to submit a responsive bid. Document notes: It is the responsibility of any person or organization interested in a hard copy of the Contract Documents to pay all costs associated with printing. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including an addenda obtained from other sources. Bid date notes: All bids must include a Bid Guaranty, as described in the Instructions to Bidders. No bidder may withdraw its bid within 60 days after the opening; the City of Lancaster, Ohio reserves the right to waive irregularities, reject any or all bids, and conduct necessary investigations to determine bidder responsibility. This is a Federal Davis-Bacon prevailing wage rate project. The Project also includes Disadvantaged Business Enterprise goals as set forth in the Contract Documents. The Project is also subject to the U.S. EPA policy of encouraging the participation of small business in rural areas. Recipient shall not entertain the use of businesses that are listed on the "Excluded Parties List System" at online in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. This Project will be funded in part by the Water Supply Revolving Loan Account (WSRLA) as administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority.
