The City of Leslie, Arkansas is seeking Request for Qualifications (RFQ) from qualified civil engineering firms to design, engineer, through the construction phase to the closeout phase for the water main rehabilitation and replacement within the City of Leslie, AR. This is a companion project to an active Community Development Block Grant project. Time is of the essence with this contract/project. Because the federal law that created the grant funding requires that the construction has to be legally obligated (under contract) by Dec. 31, 2024 and the construction completed by Dec. 31, 2026, the successful engineering firm must have the final construction bid specs completed by October 10, 2024 and must bid the project no later than October 15, 2024. The maximum amount of funds available for an engineering contract will be based on funding source administration guidelines Questions concerning the RFQ package may be addressed to Chelsey Weaver, NWAEDD, Inc., at cweaver@nwaedd.org A selection committee will conduct an evaluation of all proposals submitted in response to the RFQ. The evaluation procedure will follow state & federal procurement requirements. All responses not fully addressing each criterion may be considered non-responsive offers and eliminated from consideration. The qualification receiving the highest total points in the proposal evaluation process may be selected for negotiation of contract. All unsuccessful offerors of the contract award will be notified once contract negotiations are complete. The owner reserves the right to waive any informalities or to reject all responses.
