This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 30, 2024, at 1:30 PM at the Region Two/District Three Office in Ottawa. The proposed work is anticipated to include rehabilitation of the existing pavement due to condition. Work may also include bicycle and pedestrian accommodations, drainage upgrades or repairs, geometric improvements, structure repairs or replacements, and safety improvements. Phase I work will include preparation of an Abbreviated Project Report, conducting route surveys, proposed alternative design, crash analysis, and review of roadway geometry, maintenance of traffic, potential safety improvements, and bicycle and pedestrian accommodations. Utility coordination, analysis of maintenance of traffic, preliminary cost estimates, preparing plan, profile and cross section sheets, a pavement design and life cycle cost analysis, and location drainage study will be needed along with all other work necessary to complete the Phase I report. The preparation of a Section 4(f) Document will be necessary. Bridge Condition Reports, Hydraulic Reports, and Type Size and Location Studies may be required. Preparation of exhibits for public involvement may be needed and coordination with other agencies may be required. A Planning and Environmental Linkages (PEL) study is being completed for the project and will be provided to the Consultant. This study has included initial public involvement and identified alternatives to carry forward into Phase I. Phase II work will include preparation of Phase II final contract plans and special provisions. Work may include preparing roadway plans, preparing structure plans, identifying utility conflicts and relocations, preparing roadway and structure geotechnical reports, preparing detailed staging and traffic control plans, participating in local agency and/or public coordination, providing quantities and detailed information to the district Estimator, and all other work necessary to complete the final contract Plans, Specifications, and Estimates. Locations, depths, and volumes of soil excavation shall be provided in the Districts format, to facilitate regulated substance environmental clearances. The completion date for this contract will be 60 months after authorization to proceed. The Phase I portion is expected to be completed in 36 months and the Phase II portion is expected to be completed in 24 months. A planned Supplement for Phase II will be done near the completion of Phase I. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Location Design Studies (Reconstruction/Major Rehabilitation) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
